  • Participates in process improvement activities, monitoring, reporting and planning.
  • Practices hospital safety, infection control, universal precaution and radiation safety in accordance with age and/or gender specific departmental guidelines.
  • Assesses and reviews requisitions with clerical staff and technologists, interacts with requesting physicians and radiologists regarding requests when necessary.
  • Directly supervises all Administrative staff as well as subordinate team leaders.
  • Directly supervises all nonprofessional Imaging staff.
  • Facilitates the attainment of established program objectives by providing assistance in diagnostic procedures and equipment.
  • Assists in initiating and implementing changes in methods of delivering patient care in radiology.
  • Effectively communicates verbally and through example and attitude, the goals and mission of the service to employees under his/her supervision.
  • Ensures activities of division are carried out to meet the goals of the department in a timely manner.
  • Performs evaluation of employees under his/her supervision; i.e. competency reviews, performance appraisals.
  • Advises employees under his/hers direct supervision of performance requirements. Keeps them informed of their progress in meeting these requirements. Holds corrective interviews with employees regarding inadequate performance or conduct.
  • Deals with union representatives on matters involving action by an immediate supervisor. Implements provisions of personnel management programs where well established procedures exist such as EEO, career development plans, departmental policy and procedures, award and incentive programs, grievance procedures and safety practices.
  • Resolves conflicts within his/her jurisdiction as appropriate; refers problems to supervisor only when necessary.
  • Approves vacation and leave requests while maintaining adequate staffing levels
  • Verifies and authorizes employee timecards and overtime requests
  • Ensures completion of all paperwork or computer data required by the diagnostic section.
  • Participates in the compilation and analysis of data on section activities and services, prepared related reports.
  • Ensures the monitoring of the activities within the diagnostic section and take appropriate action as required in order to ensure their efficient and effective operation.
  • Takes action to correct identified problem areas in a timely fashion within available resources or through identification of needs related to staffing and equipment.
  • Coordinates repair of diagnostic equipment with Engineering Service and/or outside manufacturers.
  • Is the service Contracting Officer Representative, (COR), for contracts within the service.
  • Writes statement of works, (SOW), and other procurement documents for service.
  • Creates and scans documents into FS52s for personnel actions.
  • Makes changes to Radiology Organization chart and routes through Human Resources for approval.
  • Works with Human Resources specialist to build announcements for, interview, select and onboard new radiology staff.
  • Prepares for and conducts monthly staff meetings.
  • Other duties as assigned.
Work Schedule: Monday to Friday, 7:30 am to 4:00 pm, must be available for on-call as needed.
Recruitment Incentive (Sign-on Bonus): Authorized.
Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA
Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)

Basic Requirements:
Citizenship:
Must be a Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with VA Policy)
English Language Proficiency: Must be proficient in spoken and written English as required by 38 USC 7402 (d), 7407 (d).
Certification: Must be certified in general radiologic technology by the American Registry of Radiologic Technology (ARRT) (R).(Copy of certification required)
Education: Must have completed a full-time training course of at least 24 months duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate's degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT), or from [other accrediting agencies as recognized by the Department of Education (DOE).] (Documentation Required)
Certification:
Must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R).In addition to the Basic Requirement above, you must meet the following:

GRADE REQUIREMENTS:
GS-12 LEVEL

Experience: Must have at least 1 year of experience equivalent to the next lower grade level (GS-11) directly related to the position being filled that demonstrates the clinical competencies described at that level. A Radiology Administrator plans and directs the technical and administrative operations of the radiology program at active, affiliated medical centers, and have full supervisory responsibility for a large staff of subordinate personnel. At this level, the radiologic technology program typically includes the full variety of specialties.

The candidate must demonstrate the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*):
*a. Knowledge of the fiscal matters of the radiology program, including VHA funds and several additional fund controls, and ability to administer the scarce medical specialist contracts for professional services;
*b. [Ability] to make short and long-term supply, equipment, and major space alteration recommendations, and prepare specifications for radiographic equipment purchases and remodeling requests;
*c. Ability to recommend program effectiveness improvements to meet VHA and JCAHO accreditation standards;
*d. Ability to make and implement major managerial recommendations for the radiology program, such as organizational improvements including changes in structure and delegation; maintain realistic cost/benefit ratios; and policy and procedure changes to improve service to patients;
*e. Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and when appropriate, disciplinary actions, and identification of continuing education and training needs.

*Preferred Experience: Certified Radiology Administrator preferred; Registries in CT/MRI/US/Nuclear Medicine preferable as well as previous supervisory experience.

The full performance level of this vacancy is GS-12.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
