Duties

Help
  • You will plan, develop, and direct the overall management of the Joint Frequency Management Office, Pacific (JFMO PAC) including recommendations for staffing and budgetary requirements.
  • You will be responsible for regulatory protection, operational policies, and licensing of radio spectrum assets supporting U.S. Indo-Pacific Command and missions.
  • You will resolve worldwide, real-time Radio Frequency Interference (RIF) events with affected operation centers to minimize impacts to USINDOPACOM missions.
  • You will constantly appraise the operations of the organization for effectiveness, quality, performance, and progress in meeting program objectives.
  • You will develop and implement comprehensive radio frequency technical and operational policies and joint regulatory positions for USINDOPACOM and the component commands.
  • You will develop plans, policies, and radio spectrum allocation actions to accommodate new and evolving USINDOPACOM requirements.
  • You will determine appropriate recommendations for unresolved or questionable problems and perform follow-ups.
  • You will represent USINDOPACOM at numerous high-level meetings, conferences, seminars and working groups.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-13
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, managing and/or improving communications systems, procedures, and/or requirements that demonstrate knowledge of current developments and trends in communications concepts and technology; 2) Conducting spectrum analysis on communication equipment requirements and frequency allocations to resolve compatibility issues; 3) Conducting electromagnetic spectrum coordination with national and/or international agencies and governments to gain spectrum access for users.; 4) Validating all spectrum frequency assignments and host nation equipment supportability.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Ensuring technical accuracy, completeness of technical detail and conformance to established policy guidelines; 2) Evaluating reports by analyzing facts, performing appropriate research and preparing detailed responses; 3) Providing recommendations on highly complex telecommunications problems; 4) Assisting with the development and planning of exercises and contingency operations to include the coordination of Electromagnetic Warfare; 5) Supporting the coordination and development of presentations on electromagnetic spectrum issues, plans or projects for senior staff.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. This position requires rotating shift work

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
