This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.


As a IT SPECIALIST (SYSANALYSIS) at the GS-2210-13 some of your typical work assignments may include:

  • Gather, analyze, develop, and document requirements and use cases.
  • Research and validate requirements in consultation with stakeholders.
  • Participate in business process reengineering and continuous process improvement.
  • Analyze issues of effectiveness, efficiency, and productivity
  • Act as a primary liaison between customers, vendors, internal teams, and IT management.
  • Develop and deliver oral and written presentations and briefings to various audiences, including senior officials
  • Negotiate with management to accept and implement recommendations.
  • Participate in developing project plans and provide guidance to team members.
  • Plan, organize, and participate in the work of teams.

Qualifications

You may qualify at the GS 13 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the 12 grade level in the Federal service as listed below:

  • Experience working with broad objectives to independently develop project plans, resolve intricate, controversial, or unprecedented issues with minimal supervision.
  • Proven ability to apply new methods and resolve most conflicts that arise during a project's lifecycle. In-depth experience applying a wide variety of processes to the analysis of complex IT issues across the full systems development life cycle (SDLC).
  • Experience defining business requirements and designing functional-technical specifications in a matrix environment, integrating multiple and rapidly evolving technology.
  • Experience with personal contacts and regular meetings with senior officials, managers from outside the agency (including other federal agencies and DoD leadership), consultants, and contractors.
  • Demonstrated ability to persuade managers and stakeholders with diverse viewpoints to accept and implement findings and recommendations, especially when encountering resistance due to organizational conflict or resource constraints.

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

The position is located in the Services Delivery (SD) Directorate, Defense Manpower Data Center
(DMDC), at various DMDC locations. DMDC is part of the Department of Defense Human Resources Activity (DHRA), a Field Activity of the Under Secretary of Defense Personnel and Readiness). The Field Activity reports to the USO (P&R) through the Deputy under Secretary of Defense (Program Integration).The mission of DMDC is to be the DoD enterprise human resource information source, providing secure services and solutions to support the Department's mission. This mission supports the following goals: (1) Promote DMDC's core values and sustain a highly skilled and motivated workforce;(2) Be a leader in joint information sharing and decision support on DoD human resource issues; (3) Be the central source to identify, authenticate, authorize, and provide information on DoD affiliated personnel; (4) Be the one, central access point Or information and assistance on DoD entitlements, benefits, and medical readiness for Uniformed Services' members, veterans and their families; (5) Expand Electronic government, in the broadest sense, across the DoD and its partners.
