Duties

Help

  • Designs and implements enterprise data warehouse, data integration, and information delivery solutions to meet agency business and analytical needs.
  • Develops, maintains, and optimizes ELT/ETL pipelines, data models, and data transformation processes supporting reporting, analytics, and operational decision-making.
  • Identifies system defects, data quality issues, and process inefficiencies; recommends and implements corrective actions and improvements.
  • Adapts existing data solutions to evolving stakeholder requirements and emerging technical challenges.
  • Collaborates with team members, supervisors, and stakeholders to enhance solution quality, resilience, and performance.
  • Communicates data management goals, priorities, and resource needs to stakeholders across the agency.
  • Monitors system utilization and costs to ensure efficient and cost-effective operations.
  • Maintains awareness of trends, best practices, and regulatory requirements related to data warehousing, data governance, and information delivery.
  • Designs and maintains data quality assurance processes to ensure accurate, timely, and reliable data for reporting and analysis.
  • Develops and monitors ETL pipelines that transform, enrich, and aggregate data for business intelligence and analytics.
  • Provides customer support to business intelligence users, helping them access, interpret, and apply data effectively.
  • Captures and responds to user feedback, questions, and change requests related to data and reporting needs.
  • Implements data governance and data quality best practices to strengthen stakeholder engagement and system reliability.
  • Produces technical documentation, data modeling diagrams, and presentations to explain data solutions and promote user understanding.
  • Designs, develops, and maintains the agency's data catalog to support data discovery and transparency.
  • Responds to user inquiries, complaints, and access requests in a timely, accurate, and customer-focused manner.
  • Ensures compliance with all applicable data privacy, information security, and access control policies and regulations.

Qualifications

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.

To minimally qualify for the IT Specialist (Data Management), GS-2210-14 position, you must meet both, the BASIC REQUIREMENT and the SPECIALIZED EXPERIENCE as stated below:

BASIC REQUIREMENT

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

You must have IT-related experience demonstrating each of the four competencies listed below:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the Basic Requirement (positive education or experience), applicants must possess one year of Specialized Experience equivalent to the next lower grade (GS-13 or equivalent in other pay scales) within the Federal service, which demonstrates the ability to perform the duties of the position.

SPECIALIZED EXPERIENCE
You must have one full year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience must demonstrate all the following:
  • Designing, developing, and maintaining enterprise data warehouse solutions, including data storage, data transformation, data enhancement, and data integration to support reporting, analytics, and business intelligence.
  • Developing, implementing, and monitoring ETL/ELT pipelines that ingest, standardize, normalize, transform, enrich, and aggregate data from multiple source systems for analytical and operational use.
  • Applying advanced data modeling techniques, including relational and dimensional modeling, de-normalization of transactional data, and creation of structures optimized for analysis and reporting.
  • Implementing data quality assurance processes, including automated data quality checks, anomaly detection, and remediation of data defects to ensure accuracy, completeness, and timeliness of enterprise data assets.
  • Contributing to enterprise data architecture, including evaluating existing solutions, recommending improvements, and ensuring scalability, flexibility, and alignment with business and technical requirements.
  • Supporting data governance activities, such as developing metadata, maintaining data catalogs, documenting data assets, and applying data lifecycle management practices.
  • Ensuring compliance with data security and privacy requirements, including implementing and maintaining access controls, safeguarding sensitive data, and adhering to applicable laws, regulations, and policies.
  • Providing customer support to data and analytics users, including responding to inquiries, resolving data access issues, addressing data quality concerns, and communicating technical information clearly to non-technical stakeholders.
  • Collaborating with cross-functional teams, participating in technical discussions, identifying process improvements, and contributing to the enhancement of enterprise data solutions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
