Help
  • Provide managers, employees, and job applicants with information and interpretations of the agency's recruitment and placement procedures, practices, policies, and guidelines.
  • Independently resolves difficult issues/problems requiring consideration of the total HR management program.
  • Prepare ad-hoc reports and conducts studies and analyses of HR-related data to identify trends, potential problem areas and where improvements are needed to include recommendations.
  • Advise management on all employment mechanisms and recruitment strategies, sources, and alternatives.
  • Develop job analyses to determine knowledge, skills, and abilities and other characteristics necessary for the recruitment and placement of well-qualified and diverse candidates in internal or external competitive staffing actions.
  • As directed, coordinates the review and comments on proposed directives, instructions, and standards.

Qualifications

Summary continued: As an HR Specialist (Recruitment and Placement), GS-0201-13, you will be a talent acquisition expert who manages the full recruitment lifecycle, from defining talent needs and strategizing recruitment approaches to onboarding selectees under delegated examining and merit promotion programs. You will also offer comprehensive staffing, placement, pay-setting, and personnel-action processing across CMS' GS workforce.

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Experience serving as a subject-matter expert to stakeholders on a wide variety of complex, sensitive, and difficult HR issues, including providing authoritative interpretations of policy, regulations, and law; (2) Determining applicant eligibility and qualifications for various Federal civil service hiring authorities and series, which includes documenting such determinations in an automated applicant tracking system (such as USA Staffing or Monster); (3) Recommending strategies to hiring managers about recruiting and staffing positions using various hiring authorities and applicant sources, including the strategic use of both delegated examining and merit promotion procedures; AND (4) Providing authoritative answers to questions/concerns from managers, employees, and job applicants about the agency's recruitment and placement procedures on behalf of the organization's designated appointing official.

CONDITION OF EMPLOYMENT: Delegated Examining (DE) certification is required for this position. You will need to annotate on your resume the date of your DE certification AND the expiration date, OR attach a copy of your DE certificate showing the date of certification and expiration date.
If selected and you have only annotated your certification on your resume, you will be required to provide a copy of your certificate.
