Duties

Help

Serves as Resources Management Officer (RMO), in the Administrative Division of the U.S. Attorney's Office for the Eastern District of Pennsylvania, which is an extra-large district. The incumbent participates fully in the overall planning, managing, and defining of a comprehensive administrative support program in the areas of human resources, support services, and finance. If selected for this position, you will join a well-respected team that is responsible for providing Resources Management Officer support in the U.S. Attorney's Office, Eastern District of Pennsylvania, located in Philadelphia, Pennsylvania, focusing in the areas of human resources, support services, and finance.

Typical work assignments will include:

  • Plan, assign, and evaluate work performance accomplished, set goals and priorities, and prepare schedules for completion of work by subordinates based on difficulty of assignments and capabilities.
  • Identify developmental and training needs and provide technical advice and assistance to resolve problems for employees in each delegated functional area.
  • Hear and resolve complaints and grievances from employees, including those of an office-wide or precedent-setting nature with appropriate oversight.
  • Oversee grievance, adverse action, and appeal procedures to resolve conduct and performance problems and effect disciplinary measures as required to the full extent of delegated authority.
  • Anticipate changes in program emphasis, resources, litigative, and administrative activities to the extent possible and identify and implement ways to improve production and increase the work quality of the unit.
  • Exercise significant autonomy for attorney and support personnel administration and management to the full extent of delegation authority as an independent Servicing Personnel Office (SPO).
  • Review appropriateness of special hiring authorities and advise management on alternative staffing approaches to maximize overall effectiveness within established manpower ceilings through subordinate supervisor.
  • Provide oversight and assistance to managers in the development of budget requests ensuring they conform to requirements and track, analyze, and report manpower data against established ceilings
  • Oversee the collection and maintenance of obligation control data and the preparation of budgetary reports for all administrative and litigation expenses for the office.


Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:

Specialized Experience:
At least one year of specialized experience equivalent to the GS-13 level in the Federal service performing (obtained in either the public or private sectors) (4) of the (6) duties listed below:

  • Lead employees in completing office projects and day-to-day tasks by providing guidance, advice, and direction;
  • Assist in developing a comprehensive personnel program to include position classification, staffing and merit promotion, training and development, and management- employee relations;
  • Review budget formulation and execution throughout the fiscal year and oversee a wide range of statistical, quantitative, and analytical methodologies in developing short and long-range budgets;
  • Exercise full authority for controlling and authorizing the expenditure of funds allocated for the various budgets, e.g., litigation expenses, travel, supplies, furniture, training, equipment, library, and awards;
  • Oversee the administration of procurement, building and equipment maintenance, contracts, safety and security, mail and reception, space, supply, and property management, and other miscellaneous support services;
  • Address employee complaints, grievances, and discipline, including complex or precedent cases, within authority.
