Duties

Help

  • Extracts, compiles, and consolidates unrelated workload and cost data used for preparing budget estimates involving one or more appropriations with different guidelines and procedures, or a comparable mix of appropriated fund and/or revolving fund accounts
  • Receives, reviews, and classifies a variety of complex accounting documents/transactions. Certifies funds availability to cover all commitments and obligations, and certifies vouchers for payment in accordance with the Prompt Payment Act
  • Performs a variety of tasks related to the annual budget execution involving one or more appropriations with different procedures, or a comparable mix of appropriated fund and/or revolving fund accounts
  • Prepares financial documents (e.g., work papers, balance sheets, financial statements, etc.); abstracts data from reports/statements to reflect financial condition and operating results and presents data in the form of prescribed statements/reports to be sent to the DFAS Operating Location (OPLOC)
  • Provides customer service for vendors, resource advisors, financial analysts, and other external and internal customers

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Clerical and Administrative Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-05 or above or equivalent pay band in the Federal service which includes an In-depth or broad knowledge of a body of accounting and budgeting procedures and techniques to understand and work with a total financial system which involves different programs that generate a variety of transactions, a knowledge of extensive and diverse financial regulations, operations, and procedures governing a wide variety of types of related transactions to resolve non-standard as well as routine transactions, complaints, or discrepancies; provide advice; or perform other work that requires authoritative procedural knowledge, a knowledge of general ledger and subsidiary accounts in an account structure requiring a number of asset and liability control accounts and extensive subdivision of accounts, a knowledge of the interrelationship of accounts that are affected by varied transactions, for example the effect of debit and credit transactions on the overall system of ledgers, in order to monitor accounts and resolve problems that require reconciling and reconstructing incomplete information, a knowledge of financial terminology and procedures to enter, modify, retrieve, correct, and delete information in a computerized accounting and general ledger system, as well as to trace discrepancies and resolve nonstandard problems, a knowledge of the nature and capability of word processing software procedures and function keys to perform a substantial range of functions, such as generating tables of contents, importing graphs or databases, creating glossaries, aligning multiple columns, automatically printing document identification or other notations at the top or bottom of each page, and creating form letters and automatically merging these with mailing lists, and a knowledge of standard office equipment, such as electric typewriters, copiers, fax machines, and office automation systems, to perform a substantial range of office automation support

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of a variety of extensive and diverse regulations, requirements, procedures, and operations associated with technical duties related to accounting and budgeting support functions
  2. Knowledge of accounting and budgeting files, listings, and document control systems as well as the relationships between accounts and the effect of actions on programs, accounts, and systems
  3. Knowledge of automated accounting and budgeting systems and account codes to process transactions, reconcile errors requiring an understanding of nonstandard procedures, take corrective action, and generate a variety of reports.
  4. Knowledge of variety of office automation software functions to support office operations and produce a variety of documents. Knowledge of rules, procedures, or operations applied to administrative assignments to perform the routine, procedural work of the office, such as preparing and editing documents and maintaining files
  5. Skill in operating a calculator and utilizing a keyboard to access or locate information through the use of a personal computer or terminal
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
