The Imaging Service Practice Manager has a direct line responsibility for the administrative management of the entire Imaging Service including personnel management, supply chain, procurement, contract management, budgeting and financial management, and program evaluation as required to ensure the operational needs of the service are met. The incumbent must possess a deep knowledge of medical imaging across all modalities, information technology as it pertains to imaging informatics, and all medical imaging regulatory requirements.

Duties:

  • Direct line responsibility for administrative and program management operations for diagnostic radiology, interventional radiology, and nuclear medicine. Coordinates with various supervisory personnel and radiologists within Imaging Service to assess operational issues that impact on workload productivity, personnel and budget management, process improvement, space and equipment utilization, and other resource and operational concerns.
  • Direct line responsibility for the clinical technologist operations for the service including serving as the supervisor for the Chief Technologist (Diagnostic Radiology) and the Nuclear Medicine Supervisors.
  • Manages the Imaging Service's utilization of resources under guidance of the Fiscal/Budget office. Maintains careful controls and tracking of monetary resources and allocations for supplies, salary, and services. Prepares all budgetary documents during annual budget reviews, negotiates with management personnel for the Service's allocations, and justifies proposed major expenditures. Assures all Service activities are managed within funding constraints. Oversees teleradiology utilization and associated costs incurred with contract utilization.
  • Serve as the subject matter expert for the Imaging Service as it pertains to all supply chain and equipment needs. Analyzes departmental needs based on resource availability and patient care needs to administratively oversee all SEPG, EER, CPRC, and high cost high tech submissions. Provide direct line supervision and guidance for subordinate employees who may also be submitting these requests.
  • Responsible for the strategic planning regarding the Imaging Services HCHT equipment and coordinates with the HTM group to ensure timely replacement to ensure up-to-date equipment for our veterans.
  • Develops the administrative structure needed to support the implementation of any new program initiatives within Imaging Service. Analyzes utilization data and directs the preparation of all new business proposals for the Service, including clinical restructuring requests. Works closely with Informatics and Analytics to ensure metrics for the service are accurate and data drives local decision making.
  • VANEOHS has a strong academic affiliations with multiple partner institutes. The incumbent works closely with the education office to ensure streamlined educational initiatives including the onboarding and invoicing of residents rotating through.
  • Serves as the primary point of contact for contracts held by the service including serving as a COR if needed. Monitors contracts for quality of performance, recommends renewal or cancellation, reviews proposed selectees for technical adequacy, and recommends and justifies contracting out of in-house activities. Teleradiology and radiopharmacy contracts are both high value contracts the service currently holds and the incumbent will oversee the management of.
  • Work closely with Health Science Director to strategize local Enterprise Imaging & Informatics endeavors. Support the team to ensure PACS/VNA strategy, software/hardware upgrades, and personnel workflows are all aligned with daily clinical requirements and optimized for supporting the entire enterprise at the local, VISN, and national levels. EHRM, image sharing, dose tracking, remote workstations are all priorities. Embrace and encourage broad utilization of business analytics to make data driven decisions across the service including equipment, staffing, and scheduling.
  • Manages a radiologic and nuclear medicine quality assurance program in accordance with Federal and State laws and agency regulatory requirements. The incumbent oversees, supports, and makes contributions to patient safety, implementing systems to conduct Root Cause Analysis and correction of errors, reporting of adverse occurrences, near misses, and safety concerns.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
  • Education: Completion of a full-time training course of at least 24 months in duration (or the 2 equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE).
  • English Language Proficiency: DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Experience:
At least one year of experience equivalent to the next lower grade level (GS-12) directly related to the position being filled that demonstrates the clinical competencies described at that level. i.e., experience that demonstrates possession of the knowledge, skills, abilities, and other characteristics needed to provide diagnostic radiologic technology services at that level which include:

  • Ability to, provide the full range of supervisory duties which includes responsibility for assignment of work, performance evaluations, selection of staff, and recommendation of awards, advancements, and disciplinary actions.
  • Skill in administrative management (e.g., budgeting, contracting, procurement and property management) in accordance with VHA regulations.
  • Ability to work collaboratively with other disciplines, upper management, VISN level staff and/or VHA Central Office.
  • Ability to plan and execute short and long-range programs and/or goals through project management and tactical/strategic planning as well as develop and oversee complex quality programs addressing outcome management and performance benchmarks.
  • Knowledge of concepts, principles, and methodologies of a significantly high- level imaging program that includes complex subsections such as diagnostic radiology, nuclear medicine and/or radiation oncology operations in order to assess program effectiveness and provide authoritative guidance for operations, personnel, and management.
  • Ability to develop, implement, maintain, and enforce departmental programs, policies, procedures and protocols to ensure and maintain required documentation for compliance with safety, environmental and infection control standards, and with Joint Commission, FDA, NRC- NHPP, ACR, HIPPA, and other federal regulations.]

In addition to the experience listed above, the candidate must demonstrate all of the following KSA's:
  • Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and, when appropriate, disciplinary actions; and identification of continuing education and training needs.
  • Ability to serve as a consultant to other facility personnel in evaluating and planning radiologic technology services for the most complex cases.
  • Ability to participate in research studies and/or as a consultant to others conducting research.
  • Ability to consult with staff and resident physicians through patient presentation, attending ward rounds, and specialty clinics and/or conferences, etc.
  • Ability to assess, plan, and evaluate the delivery of radiologic technology services at the facility.
