These positions are located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of America OCS Region, District Field Operations, Houma District, Production Operations Section, Production Operations Inspection Units A & B, Lafayette District, Production Operations Section, Production Operations Inspection Units A & B, Lake Charles District/Lake Jackson District, Production Operations Section, Production Operations Inspection Unit, New Orleans District, Production Operations Section, Production Operations Inspection Units A & B. Duty stationed in Houma, LA; Jefferson, LA; Lafayette, LA; Lake Charles, LA; or Angleton, TX.

At the full performance level (GS-11) the major duties of this position include, but are not limited to the following:

1.Perform production inspections of oil and gas facilities to ensure safety of operations and personnel.
2.Identify deficiencies or violations of environmental and safety laws and regulations.
3.Write reports of operations findings and Letters of Deficiency.
4.Serve as a senior inspector in the inspection of the full range of facilities, complexes, and operations typically found offshore.
5.Order the shut-in of production major or minor facilities, operations, or part of operations that pose an immediate threat to personnel, property, or the environment.
6. Serve as lead in training lower-level inspectors, makes recommendations regarding inspector training.
7. Provide input regarding the consistency of the District inspection/enforcement program.

Telework:
The Bureau of Safety and Environmental Enforcement has determined that the duties of these positions are suitable for telework only during an emergency or natural disaster.

Travel:
You may be expected to travel 1-5 nights per month.

Medical Requirements:
Incumbent must be able to pass a pre-employment physical as per the BSEE Medical Standards.

Work Environment:
The work environment contains elements of exposure to potentially dangerous situations involving field visits to oil, gas, Sulphur, and other mineral facilities in the Gulf of America. The employee may work at great heights on large pieces of equipment and may be exposed to extreme weather conditions. The employee wears hardhats, safety glasses, safety-toe shoes, hearing protection, selected uniforms for the environment and takes other various safety precautions. Travel to and from the designated airport or land-based locations is by government motor vehicle. Offshore travel is by contracted helicopter, and/or lessee furnished boat.

Bargaining Unit:
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 2798, is the exclusive representative of all employees in this bargaining unit.

Salary Range Information (Per Annum): *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

$58,193 - $75,653

GS-09:

$71,181 - $92,541

GS-11:

$86,123 - $111,966

Qualifications

Minimum Qualification Requirements:

To qualify for this position you must meet the Specialized Experience OR Education for the series/grade to which you are applying.

GS-07
Specialized Experience: To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1. Experience working on an offshore/onshore oil and gas facilities (upstream) or a plant with process equipment and/or familiarization with hydrocarbon and hazmat requirements.

Education: Must have completed one (1) full year of graduate level education or a bachelor's degree with superior academic achievement.*

Combination of Experience and Education: Have a combination of specialized experience and education that equals 100% of the requirement for the GS-07 level.

GS-09:
Specialized Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1. Experience carrying out segments of safety and environmental compliance verification and practices of offshore/onshore oil and gas production facilities (upstream), associated equipment, and control systems. This may include independently preparing portions of inspection plans, conducting onsite components of inspections, and drafting written inspection findings and reports.
OR
2. Performing offshore/onshore oil and gas work in one of the following roles while carrying out the specialized experience described above:
- Offshore/Onshore Pumper or Gauger
- Offshore/Onshore operator (A, B, or C) or lead operator
- Offshore/Onshore oil and gas field foreman

-OR-

Education: Must have completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must have been obtained in an accredited college or university and demonstrate the skills necessary to do the work.

-OR-

Combination of Education/Experience: Have a combination of specialized experience and education that equals 100% of the requirement for the GS-09 level.

GS-11:
Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1. Assisting senior personnel in preparing for, conducting, and reporting on compliance verification and practices of offshore/onshore oil and gas production facilities (upstream). This experience may be gained through:- conducting segments of offshore compliance checks;- preparing written compliance reports; and/or- independently conducting compliance checks of less complex offshore/onshore oil and gas facilities (upstream).
OR
2. Performing offshore/onshore oil and gas work in one of the following positions while carrying out the specialized experience described above:
- Offshore/Onshore Pumper or Gauger
- Offshore/Onshore operator (A, B, or C) or lead operator
- Offshore/Onshore oil and gas field foreman
- Oil and gas subsea specialist
- Offshore/Onshore electrical/instrumentation specialist or I&E Technician

-OR-

Education: Have successfully completed a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or a LL.M., if related. Such education must have been obtained in an accredited college or university and demonstrate the skills necessary to do the work.

Combination of Education/Experience: Have a combination of specialized experience and education that equals 100% of the requirement for the GS-11 level.
