Duties

Help

As a Trade Policy Research Coordinator, your typical work assignments may include the following under supervision:

  • Coordinate research and analysis on a variety of trade and investment issues relating to the assigned area.
  • Review, analyze and summarize trade and investment policies and practices, laws, regulations, and other measures, negotiating proposals, economic and trade data, and other information relating to the assigned area.
  • Coordinate and manage information sharing mechanisms for the Interagency Committee.
  • Use a variety of software to prepare economic and environmental reports.
  • Provide a wide range of administrative assistance in support of the functions in an office to include file management, time and attendance, and travel arrangements.
  • Maintain and schedule the Office Director's calendar appointments.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

You may qualify at the GS-9 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-7 grade level in the Federal service or equivalent experience in the private sector that demonstrates:

  1. Specialized experience must reflect all of the following: 1) Researching and reviewing a variety of trade information such as: economic data; provisions under existing trade legislation; administrative and other regulations related to trade policy; AND 2) Extracting and summarizing and producing reports on pertinent trade policy, trade data, legal language, and negotiating text.
OR
  1. A Master's or equivalent graduate degree; OR 2 years of progressively higher-level graduate education; OR a Juris Doctor (J.D.) or Bachelor of Laws (LL. B or J.D) if related.
OR
  1. A combination of graduate level education and specialized experience.

You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-9 grade level in the Federal service or equivalent experience in the private sector that demonstrates:
  1. Specialized experience must reflect all of the following: 1) Researching and analyzing trade and investment information; extracting and summarizing pertinent legal language, negotiating text, economic and trade data; AND 2) Utilizing of software, preparation of reports, briefing materials, charts, graphs, tables, etc., to assist in the development of negotiations or monitoring or enforcement actions on a variety of trade and investment issues; AND 3) Participating in teams and meetings as a representative.
OR
  1. A Ph.D. or equivalent doctoral degree, 3 full years of progressively higher-level graduate education leading to such a degree or a LL.M. if related.
You may qualify at the GS-12 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1) Knowledge and understanding of U.S. trade policy including provisions of existing U.S. domestic trade legislation, and related administrative regulations; AND 2) Knowledge and understanding of U.S. trade preference programs, and other areas of trade negotiations: AND 3) Knowledge and understanding of international trade issues and practices; AND 4) Ability to communicate effectively both orally and in writing. Writing skills sufficient to summarize trade data and information clearly and concisely, and verbal communication skills enabling clear and effective exchange of information within and outside of government; AND 5) Ability to effectively research legal, economic, market, political, labor and other factors which can influence U.S. trade objectives and positions: AND 6) Information management skills, including the ability navigate several research sites and knowledge of word processing, database and other relevant software.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substutition of education for specialized experience at the GS-12 grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
