Federal Protective Service (FPS) is hiring for law enforcement jobs that have an exciting opportunity! Once onboarded, you may be assigned for up to one year to support the D.C. Safe and Beautiful Task Force. The law enforcement component of the D.C. Task Force is a partnership of over 20 federal and local agencies working together to make D.C. the safest city in America. Once the assignment ends, you'll transition back to support FPS. Visit the D.C. Task Force page for more information.

This position is located in the Department of Homeland Security, Federal Protective Service (FPS). Location is non-negotiable after selection.

The primary purpose of this position is to protect the public and safeguard critical infrastructure by conducting inspections, investigations, and enforcement activities that reduce security risks, ensure regulatory compliance, and strengthen the overall security posture of protected facilities and assets.

Duties performed:
  • Conducting investigations involving alleged violations of laws, regulations, or security requirements affecting facilities, infrastructure, or protected assets.
  • Preserving the peace while protecting the Federal Government facilities and personnel.
  • Enforcing federal, state, and local laws to protect life, property, and Federal assets.
  • Preparing investigation reports and making recommendations on administrative actions to be taken.
  • Conducting site visit inspections and reviewing facility-specific post orders to ensure compliance with security system contracts.

  • Promotion Potential: When promotion potential is shown, the agency is not making a commitment and is not obligated to provide future promotions to you if you are selected. Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
  • Essential Personnel: This position is designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of µunscheduled leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. § 7501-7533 and 5 CFR Part 752, as applicable).
  • Travel: The incumbent of this position will be required to travel.
  • Tour of Duty: Must be available for overtime and shift work.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification/Specialized Experience requirements as noted below.

Minimum Qualifications:
GS-07: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-05 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  1. Assisting in conducting security or law enforcement investigations and/or inspections;
  2. Providing law enforcement, investigative, or security assistance to support operations enforcing laws or ensuring compliance to protect life, property, facilities or Federal assets; and
  3. Performing administrative and mission support activities for law enforcement, investigative, and/or security operations (e.g., gathering information, preparing documentation, drafting reports, evaluating evidence, reviewing records, identifying issues).
OR
Have successfully completed one full year (18 semester hours or equivalent) of graduate education from an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. Note: Transcripts (unofficial or official) must be submitted to support your claim.
OR
Have successfully completed a bachelor's degree from an accredited college or university AND meet Superior Academic Achievement (SAA) based on ONE of the following: 1) Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses. -OR- 2) Grade-point average (G.P.A.) -- Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.) -OR- 3) Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. Note: Transcripts (unofficial or official) must be submitted to support your claim.
OR
Have a combination of some specialized experience, but less than one year; and some graduate education but less than one year as described in the paragraphs above, that when combined, equals at least 100% of the total requirement.

Minimum Qualifications:
GS-09: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  1. Participating in on-site inspections of facilities to assess compliance with security regulations and requirements;
  2. Performing law enforcement, investigative, or security activities (e.g., patrolling assigned areas, investigations, making arrests) to preserve order and ensure compliance with laws and regulations to protect people, property, or facilities; and
  3. Preparing reports related to law enforcement, investigative, and/or security operations (e.g., documenting findings, evaluating evidence, identifying issues, and making recommendations).
OR
Have successfully completed a master's or equivalent graduate degree; or two (2) full years of progressively higher-level graduate education leading to a master's degree; or L.L.B or J.D., if related, that provided the knowledge skills, and abilities necessary to perform this work. Note: Transcripts (unofficial or official) must be submitted to support your claim.
OR
Have a combination of specialized experience (less than one year) and graduate education (beyond one year of graduate education), that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of one year (generally 18 semester hours) may be used in this calculation. You must submit a copy of your college transcripts (official or unofficial) and your resume must explicitly indicate how you meet the experience to support your claim.

NOTE:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Training: Incumbent must meet the established experience, basic training and in service training requirements established for the enforcement of police powers. Incumbent must complete the designated, required training which includes the basic Criminal Investigators Training Program (CITP), at the Federal Law Enforcement Training Center (FLETC); Uniformed Police Training Program (UPTP), the Advanced Individual Training Program, (AITP) and the Physical Security Training Program (PSTP). Additionally, the selectee must successfully complete the Field Training and Evaluation Program (FTEP) conducted at the selectee's assigned duty location or a different geographic area; and other in-service requirements and weapons qualifications for the enforcement of arrest authority as conferred under 1315 authority.

Law Enforcement: The position shall possess law enforcement authority under Title 40 of the United States Code, Section 1315, exercising such authority to provide investigative and law enforcement services to customer agencies, Federal employees and members of the general public located and/or conducting business in government-owned or leased properties.

Pre-employment Medical Requirements: Prior to appointment, the individual selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties, such as protecting citizens, making arrest, and responding to situations requiring physical agility and quick and legally sufficient decision making. The incumbent must successfully pass a pre-employment medical examination which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities. In addition, the incumbent must be medically eligible and otherwise capable of safely wearing and using a negative air-purifying respirator (gas mask)or other respiratory protective equipment. This position may be subject to periodic incumbent examinations in the future.

Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. A person convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.

Firearms Requirements: The incumbent will be required to carry a firearm while performing duties of this position. Maintaining firearms proficiency is mandatory.

Mobility Agreement: This position may require the incumbent to be reassigned to different geographic locations. The incumbent will be required to sign a mobility agreement, which will remain in effect through the duration of the assignment.
