Duties

Help

Plan, research, develop, and communicate in-depth analyses of complex and significant national, regional, and/or global issues for senior policymakers and key components in the Intelligence Community (IC), law enforcement, and the Office of the Director of National Intelligence (ODNI).

Plan, prepare, and present written and oral briefings to senior internal and external customers on significant intelligence issues; explain complex concepts to non-expert customers and tailor the product to correspond to customer needs.

Oversee the IC's production and coordination of strategic analysis, to include the preparation of National Intelligence Estimates, Intelligence Community Assessments, and other NIC products, on issues of importance to United States interests in global science and technology with particular focus on emerging technologies; make effective use of IC resources in analysis of global science and technology issues.

Collaborate with the science and technology intelligence leadership across the IC, the Scientific & Technical Intelligence Committee (STIC), and other S&T Community entities (e.g. ODNI/Acquisition and Technology) to promote the NIO/EDT intelligence strategy.

Develop and sustain a professional network with IC analysts, analytic managers, and collection managers on emerging technologies, foreign technology acquisition, and S&T community management and outreach issues.

Brief senior IC members, policymakers, military decision makers, members of Congress, and other major stakeholders as necessary on global science and technology issues.

Establish and foster liaison relationships with academia, the business community, and other non-government subject matter experts to ensure the IC has a comprehensive understanding of emerging technologies.

Build and leverage diverse collaborative networks within the ODNI and across the IC.

Develop and continually expand personal knowledge in area of expertise.

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors.

Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

  4. How has a strong work ethic contributed to your professional, academic or personal achievements? Provide one or two specific examples and explain how those qualities would enable you to serve effectively in this position.

Qualifications

Mandatory requirements:

Demonstrated analytic and critical thinking skills, including ability to think strategically.

Demonstrated ability to produce analytic finished intelligence related to the subject matter issue, either as lead analyst or manager of analysts, and broad knowledge of the role of intelligence analysis within the IC.

Extensive knowledge of emerging technologies (such as artificial intelligence), technology acquisitions, and S&T community management and outreach issues, the related IC analytic community and collection issues sufficient to oversee the IC's analytic production and identify collection requirements and gaps.

Excellent interpersonal, organizational, and management skills to conceptualize and effectively oversee analytic projects with limited supervision, ability to work with and represent the Community when analytic views differ among agencies, and ability to work effectively independently and in a team or collaborative environment.

Demonstrated ability to communicate effectively with people at all levels of leadership on science and technology issues, ability to give effective oral presentations, and to otherwise represent the NIC in interagency meetings.

Extensive critical thinking skills and reasoning skills and the ability to prepare finished intelligence assessments and other written products with emphasis on clear organization, and concise, logical presentation.

Flexibility and demonstrated ability to remain open-minded and change opinions on the basis of new information and requirements; ability to support group decisions and solicit opinions from coworkers.

Demonstrated ability to lead and promote the development and use of a broad range of methodological tools and approaches to research, analyze, and present data (modeling, link analysis, or software).

Creative problem-solving skills and initiative in carrying out mission responsibilities.

Desired requirements:

Extensive knowledge of IC policy and procedures and demonstrated knowledge of analytic tradecraft and ability to communicate intelligence information and judgments to generalists as well as specialists.

Excellent briefing skills and desirable experience engaging with the NSC/OSTP.

Proven skills in reviewing and editing intelligence analysis products.

Education

Bachelors degree.
