Duties

Help

  • As Division Chief, plans, organizes, and directs the activities of the Personnel & Resource Division, ensuring that corporate operations management programs comply with legal and regulatory requirements and meet customer needs. Develop goals and objectives that integrate organization and human resource and financial management objectives. Researches, interprets, analyzes and applies OPM, DoW, USAF, and local policies, regulations and directives pertaining to civilian personnel, military personnel, acquisition and contracting, manpower, budget, communications and operations, and work force development. Establishes and revises policies and procedures for accomplishment of personnel resources management. Plans and schedules work in a manner that promotes a smooth flow and even distribution.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards.
  • Represents AF Safety Center with a variety of installation and functional area organizations. This may be on behalf of and to General Officers, SESs, 0-6, and GS-15 level personnel. Establishes, develops, and maintains effective working relationships with USAF, USSF, MAJCOM/DRU/FOAs, DoW, etc., both internal and external, supervisors, and management within the government, private industry, and academia.
  • Provides direction for, and administration of, organizational management and personnel plans, processes,and initiatives for AF/SE and HQ AFSEC. Manages personnel programs for diverse work force, including civilian, military, contractor, and IMA (Reserve and ANG) personnel. Advises and counsels senior management (including up to GO/SES) and employees of legal regulatory provisions, requirements and processes, related to organizational management/supervision and personnel administration in the Center.
  • Plans, develops, organizes and manages the AF/SE and HQ AFSEC infrastructure programs to include budget, finance, acquisition and Executive Support activities. Ensures local requirements comply with legal and regulatory requirements and meet customer needs. Includes developing personnel and infrastructure policy for AF/SE and HQ AFSEC and working closely with ABW counterparts.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Must be able to obtain and maintain a Secret security clearance.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • This is a centrally managed position.
  • Employee required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of specific functional areas, including military and civilian personnel management, manpower, workforce development, budget and finance, fiscal law, systems acquisition, and the organizational principles for administering and improving these programs. This requires a mastery of the federal statutes, regulations, and policies governing these functional areas, as well as an extensive knowledge of management concepts for analyzing and improving organizational structures and processes, knowledge of safety and security regulations, practices, and procedures, and ability to apply a wide range of analytical methodologies for assessment and improvement. This requires being adept in a wide range of concepts, principles, and qualitative/quantitative methods for the assessment and improvement of plans and procedures that lead to timely and independent assessments.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of a wide range of specific functional areas, including military and civilian personnel management, manpower, workforce development, budget and finance, fiscal law, systems acquisition, and the organizational principles for administering and improving these programs. This requires a mastery of the federal statutes, regulations, and policies governing these functional areas, as well as an extensive knowledge of management concepts for analyzing and improving organizational structures and processes.
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Ability to plan, organize, and direct the functions and staff of a multi-disciplinary organization.
  4. Ability to communicate effectively, both orally and in writing.
  5. Ability to apply a wide range of analytical methodologies for assessment and improvement. This requires being adept in a wide range of concepts, principles, and qualitative/quantitative methods for the assessment and improvement of plans and procedures that lead to timely and independent assessments.
  6. Ability to gather and analyze data to develop solutions. This includes proficiency in gathering, assembling, and analyzing statistical information; discerning trends and problems; drawing conclusions; and recommending significant changes in structuring and methods of operations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
