Duties

Help

Serve as platform instructor for AFSC Safety Education and Training courses.

Utilize expert safety knowledge of 91-series Air Force Safety Instructions, Manuals, Pamphlets, and AF Occupational Safety and Health Standards that provide occupational safety and health principles, laws, regulations and precedent decisions, where available, to develop education and training goals and objectives that integrate AFSC Media and Force Development Division (AFSC/SEM) competencies with the Air Force Safety functional area group requirements and AF Safety Strategic Plan.

Develop safety education and training program requirements. The employee researches and recommends emerging technology-based training, media and delivery systems, distance learning tools, computer-based training, and web-based training methods.

Primary member assigned to Class A mishap investigations IAW AFI 91-204, Safety Investigations and Reports.

Participate in special projects. Serves as AFSC representative or observer to Class B and lower mishap investigations involving aviation, ground, weapons, or space mishaps in order to maintain credibility as instructor.

  • Associate degree in Safety; bachelor's degree in education, occupational safety and health, aviation safety, engineering, business administration, and/or management from an accredited civilian institution highly desired.
  • Documented work experience in an AF Safety office (Functional Account Code 106Ad. Must be able to obtain and maintain academic instruction certification.
  • Must be able to obtain and maintain academic instruction certifications.
  • Employee may be required to transport travel bags containing computers, audiovisual equipment, and course materials weighing up to 40 pounds when traveling by air or ground transportation when conducting remote training courses.
  • Disclosure of Political Appointments is required
  • Assignments may involve travel on civilian or military aircraft to military installations.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Work at the AF Crash Lab may involve moderate risks or discomforts that require special safety precautions.
  • Risks or discomforts may include exposure to weather and dangerous animals, climbing onto aircraft exhibits, crouching, reaching, and walking over rough/uneven/rocky surfaces.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Comprehensive knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of safety and occupational health requirements sufficient to plan, direct, coordinate, and incorporate aviation, ground, weapons, space safety requirements into instruction.

2. Expert knowledge in mishap investigation and reporting resulting in demonstrated skill in relaying information to students that results in enhanced ability to prevent mishaps through accurate identification of findings, causes, and recommendations that prevent mishap recurrence.

3. Application of the knowledge of (a) the principles, standards, and techniques of safety and occupational health management; and (b) pertinent elements of engineering, physical science, ergonomics, psychology, industrial hygiene, physiology, sociology, and other scientific and technological fields which contribute to the achievement of comprehensive safety education principles, practices, and techniques of instruction.

4. Possess effective presentation skills that enhance ability to present technical information in each assigned area of instruction; e.g., investigation techniques, engineering factors in investigation, and human behavior and culture.

5. Skill in utilizing the Instructional Design System.

6. Oral and written communications skill of sufficient quality to gain acceptance of new methodologies, advise/apprise senior leadership of relevant/important issues, articulate technical information and processes in meetings, produce clear and useful reports, and interface with other agencies.

7. Skill in operating word-processing software to enter, format, and print information in the production of lesson plans, course charts, etc.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
