The Federal Energy Regulatory Commission (FERC) is looking for an experienced senior level executive to serve as the Deputy Director, Office of Enforcement and Regulatory Accounting (OERA). The Deputy Director will provide vision and leadership in establishing FERC’s general enforcement policy. The Deputy Director will lead a highly skilled professional staff in executing all aspects of the vital mission of FERC's enforcement program. In this role, the Deputy Director will direct staff in conducting energy market surveillance and investigations into market manipulation and other potential violations of federal statutes and the Commission’s rules and regulations. The Deputy Director will also direct and supervise the OERA litigation staff pursuing claims of market manipulation and other statutory violations in federal court. The Deputy Director will provide leadership, guidance, and direction on litigation strategy in both administrative adjudicatory proceedings and proceedings in federal court, and will review relevant briefs, pleadings, and other filings. The Deputy Director will advise the Commission on potential civil penalties and other remedies to assess when violations are found. The Deputy Director will also provide guidance and direct staff conducting operational and financial audits of jurisdictional companies for compliance with Commission rules and reporting requirements, and negotiating settlements of enforcement investigations or enforcement proceedings. The Deputy Director will also support the Director in coordinating with other agencies such as the DOJ, SEC, and CFTC.
The Deputy Director, reporting directly to the Director, OERA, assists the Director in managing and leading a team of professional and support staff to oversee and assess the fair and efficient operations of the nation's electricity and natural gas markets.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Demonstrated experience conducting investigations into potential violations of the statutes, rules, regulations, restrictions, conditions, and orders overseen by FERC.
TQ 2: Demonstrated experience preparing, reviewing, and revising memoranda, briefs, pleadings, and other legal documents, and in litigating cases.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM’s SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
You must meet the following basic requirements, by the closing date of this announcement: (1) hold a Juris Doctorate (J.D.) or Bachelor of Laws (LL.B.) from an accredited college or university and (2) be a current, active bar member in good standing.
