This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DoD Statutory Direct Hire Authorities to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Incumbent will serve as a Housing Manager located in the Directorate of Public Works (DPW) at a large multi-mission installation. Responsible for broad management functions in support of the operations and utilization of housing management programs.

Duties

Help
  • Provide technical housing expertise and assistance to garrison Commander/Manager and other installation staff in representing Department of the Army (DA), Army Command, and garrison objectives.
  • Maintain/monitor enterprise Military Housing (eMH) database.
  • Develop overall installation plans and procedures for barracks sustainment, to include restoration, modernization, and/or replacement projects.
  • Analyze and assess data for a variety of reports pertinent to availability of housing, Military and Civilian personnel, quarterly data on customer service, and Basic Allowance for Housing (BAH) annual surveys.
  • Perform or direct periodic or scheduled surveys, audits, reviews, studies, and inspections to determine family housing conditions or requirements and to evaluate work being performed under the housing contracts.
  • Advise chain-of-command on all aspects of the installation housing program and submits necessary reports, information papers, briefings, etc.

  • Must be able to obtain and maintain a valid State driver’s license.
  • Position may require after hours call-back for emergencies.
  • Temporary Duty travel (TDY) may be occasionally required.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes administering housing management programs, providing oversight of day-to-day housing operations; providing oversight of housing programs budgeting, preparing housing studies and reports, and performing housing inspections. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
