As a Foreign Trade Zone Analyst, you will perform the following duties:

  • Provides expert technical advice, guidance, and recommendations to ITA management and other senior staff on critical operations.
  • Plans and manages major and continuing responsibilities for receipt, analysis, and recommended disposition (approval or non-approval) for requests for Foreign-Trade Zone production authority.
  • Develops new approaches in response to identified weaknesses and vulnerabilities of ongoing operations and develops agencywide policies, procedures, and strategies for others to follow.
  • Provides technical guidance and/or assistance to analysts within the FTZ staff. Ensures critical programmatic information, including program or agency rules, regulations, advisory opinions, exemptions, court decisions, and agency enforcement and regulatory policies and procedures and the most up-to-date evaluation methods and techniques, is made available to staff members and integrated into office practices and procedures.
  • Acts as bureau authority and spokesperson on Foreign-Trade Zone program operations to other government agencies, to top business and industry officials, and to significant congressional staff and committees.
This Job Opportunity Announcement may be used to fill other Foreign Trade Zone Analyst GS-1101-14, full performance level GS14 positions, within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

  • This position requires a Secret-level security clearance. Must be able to obtain and maintain the clearance.

Qualifications

To qualify at the at the GS-14 level you must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:

  • Interpreting and applying laws, regulations, or policy guidance to evaluate requests or cases and make recommendations (i.e., Foreign-Trade Zones, customs, or other federal regulatory programs).
  • Supporting or coordinating a program or program segment involving multiple stakeholders, including analyzing information and preparing written reports, findings, or recommendations.
  • Providing technical advice or guidance to internal or external stakeholders on program requirements, procedures, or regulatory matters.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
