Duties

Help
  • You will serve as the senior liaison for budget, accounting, or financial management policy and procedures within the organization.
  • You will provide timely advice to department heads and their staffs on financial management and policy and on the legalities of the financial system.
  • You will interpret funding requirements, financial policy and procedures, providing guidance on fiduciary compliance for all types of customers and appropriations to include DoD, other Federal and non-Federal government customers.
  • You will provide support to the Command by making financial determinations and performing as approving official of fiduciary functions.
  • You will ensure compliance with Navy ERP business process standardization and for the Command to maintain financial integrity and audit readiness.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain any required certification and/or license as a condition of employment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or pay band DA-05 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Mastery of concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels; 2) Sufficient knowledge to analyze national level exceptionally large and complete programs; 3) Develop, recommend and implement budgetary/financial policies; 4) Interpret, assess and project potential impact of new/revised Congressional legislation; 5) Develops and renders authoritative interpretations of executive orders, OMB guidance within and across agency lines, and Departmental guidance; 6) Serve as the senior liaison for budget, accounting, or financial management policy and procedures within the organization; 7) Directs and/or performs continuing program execution review, analysis and appraisal of the major operating and support programs within the organization; 8) Prepares briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas; 9) Provides interpretive and analytical advice on financial transactions and program execution; 10) develops format and content to provide manager with various listing, reports, and data relative to status of funds and the propriety of obligations and ensures the financial integrity, timeliness, accuracy and validity of supporting managerial accounting, budget execution, and financial management reports; 11) Coordinates the development and reporting of cost/performance information in support of mission tasks for the organization; 12) Promulgates approved financial management policies within the organization based on DON policy and develops and issues implementing procedures; 13) Prepares or reviews responses to budget issues on behalf of the Command which involves financial management policy and procedure; 14) Conducts management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommends alternatives for corrective action.
