DUTIES:

  • Logistics audits and compliance reviews based on internally developed and nationally developed standards to ensure MS's logistics program complies with all applicable laws, rules, regulations, directives, and procedures.
  • Tracking and accountability of nonexpendable personal property issued to hand receipt and sub hand receipt holders
  • Completion of Reports of Survey as assigned
  • Audits and reviews of MS equipment loan program, as directed, to ensure compliance with federal and VA regulations, and MS policy and procedures
  • Preparation and submittal of Veterans Affairs Central Office (VACO) monthly, quarterly, semiannual, and end of year reports
  • Logistics training curriculum to key personnel which addresses nonexpendable inventory tracking and accountability, VA and MS logistics policies, procedures, and best practices to manage nonexpendable equipment under their jurisdiction
  • Supply chain management to assure just in time availability of items required for optimal operation of the MS mission while ensuring compliance with existing regulations, policies, directives and procedures
  • Oversight for automated Inventory Management System. Develop and improve inventory management processes and systems as necessary for 100% accountability of nonexpendable items issued to Member Services Team Members, with special emphasis on items issued to remote Team Members.
  • Provide limited on-site inventory management support and working as part of a team by maintaining accountability for all VA equipment that is used throughout all Member Services locations.
  • Serves as a Contracting Officer Representative (COR) to monitor contractor and Member Services compliance with contract terms and certifies deliverables and/or services received for payment.
  • Performs program cost analyzes such as development of life cycle or other cost analyses of projects, or performance of cost benefit or economic evaluations of programs. Independently conducts cost effectiveness studies for operating or administrative programs with a regional or equivalent impact.
  • Considers all aspects of new or established programs, including statutes, policies, objectives, workload models, resource estimates and utilization, issues, constraints, impacts, and concerns related to other organizational components.


Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/30/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Resolves problems in flow of stock to support new or unique equipment. Maintains and arranges storage areas in accordance with warehouse plans, safety procedures and the automated equipment and warehouse material movement vehicles. Provides the customer with consistent information according to established policies and procedures. Interrogates databases to obtain adequate and pertinent data to base decisions on item descriptions and end item applications. Identifies and resolves delinquency in availability of key items.

OR

GS-09 Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

GS-09 Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Inventory Management Specialist position, which may be substituted to meet the experience requirements for the GS-09 position?

Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.

For GS-11Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade of GS-09 in the normal line of progression for the occupation in the organization.

Examples of specialized experience include: Manages inventory for specialized or technical equipment. Maintains appropriate receipt records and supporting documentation. Prepares recommendations for procurement of equipment and material. Resolves fluctuations in rates of usage, availability from established suppliers, changes in provisioning requirements or other similar factors for a complete category of technical equipment and expendable supplies.

GS-11 Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

GS-11 Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Inventory Management Specialist position, which may be used to meet the experience requirements for the GS-11 position?

You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.

PREFERRED EXPERIENCE:
One year of specialized experience equivalent to the next lower grade level (GS 7) in Federal Service that includes performing the following duties:
Tracking and accountability of non-expendable personal property issued to hand receipt and sub-hand receipt holders; Completion of Reports of Survey as assigned; Disposition of all non-expendable property as directed; Preparation and submittal of monthly, quarterly, semiannual, and end of year reports; Logistics training curriculum to key personnel which addresses non-expendable inventory tracking and accountability, VA and MS logistics policies, procedures, and best practices to manage non-expendable equipment under their jurisdiction; Delivering and assigning, via hand receipt, non-expendable items to remote Team Members; Inventorying accountable items on a routine schedule.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is both sedentary and upright. Could stand on hard surfaces for extended periods of time requiring bending and stooping. Lifts and carries items that weigh up to fifty (50) pounds. The heavier items are moved with weight handling equipment.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
