Help

As a Financial Program Specialist (Navy Cash Deputy Program Manager), you will:

  • Apply a mastery of concepts, practices, laws, and regulations of budgeting, finance, and stored value cards (SVC). Responsibilities include, but are not limited to, the following:
  • Formulate, review, administer, and execute the budget for program areas of the Navy Cash SVC program. Work with project budgets, spreadsheets, reconciliation of expenses, and cost analyses. Assist in the review of proposed program budgets, support program manager in evaluating service invoices received, conduct variance analysis on prior year and forecasted data, and perform analysis on program costs at the request of program manager. Plan, administer, and monitor expenditures to ensure cost-effective support of the SVC program and policies; assesses the financial conditions of the Navy Cash program.
  • Approve and facilitate the payment of monthly invoices, maintain program metric reports, assist with debt collection efforts, and process approval requests for program procurement.
  • Manage the very complex interplay of contractor milestones, Navy Cash ship delivery schedules, and the Navy's ship installation availability schedules, in coordination with the Navy Cash program's fiscal agent, financial agent, contracted vendors, and the U.S. Navy. Create and disseminate a master milestone tracker, budget forecast and delivery schedule to all stakeholders. Track the master schedule and financial exposure risks to the Navy Cash Program.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

For the GS-12, Specialized Experience is defined as one year of experience at the GS-11 level or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience for this position includes all of the following:
- Familiarity with payment card programs AND
- Managing or overseeing multi-year budgets, and program financials, including financial reconciliations; AND
- Making recommendations regarding maintaining, and or enhancing a financial management system.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
