Duties

Help

  • Serves as the liaison on command manpower assets with Headquarters Air Force (HAF), Air Force Medical Readiness Agency (AFMRA) and other MAJCOM/SG counterparts.
  • Analyzes, evaluates issues, and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
  • Oversees all manpower and advises on assignment and personnel actions for AFRC/SG, Reserve Medical Units (RMUs), and SG Centrally Managed programs.
  • Advises and works in concert with SG Career Field Managers (CFMs), MAJCOM Functional Managers (MFMs) and Medical Readiness Plans, Operations and Training Advisors to adhere to and bolster up both functional and readiness requirements.
  • Advises Directorate, commanders, supervisors, and managers on civilian personnel issues, including those involving organizations that have a wide range of professional, scientific, administrative, and highly technical positions, some with high-grades and technical positions in rapidly changing fields.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of basic principles of qualitative and quantitative methods and skill in applying analytical and evaluative methods and techniques to medical issues or studies concerning the efficiency and effectiveness of program operations or substantive administrative functions to include personnel. Evaluates complex issues providing strategic direction, healthcare analysis and program management support .

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and quantitative methods and skill in applying analytical and evaluative methods and techniques to medical issues or studies concerning the efficiency and effectiveness of program operations or substantive administrative functions to include personnel. Facilitates program operations such as measuring the
effectiveness, efficiency of manning levels through application of DOD, Joint, and AF management engineering principles, concepts, and methodologies of medical resources, and personnel management directives, concepts, procedures, guidance, and policies.

2. Knowledge and skill in analyzing and making staffing assignments and recommendations and gathering, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends.
3. Knowledge of an extensive body of civilian and military HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations and union contracts, monitor and track requests for personnel actions. Knowledge of AFMS organization, programs, missions and functions of HQ AFRC,
along with knowledge of analytical investigative techniques to conduct staffing requirements and utilization studies of AFRC RMUs.

4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports.

5. Skill in conducting detailed analyses of complex functions and work processes. Considerable inter-personnel skills in presenting and staffing recommendations and resolutions to disputed recommendations.

6. Ability to communicate effectively, both orally and in writing, and to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy. Ability to access or locate information through the use of a personnel computer and software programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
