The Supervisory Accountant is responsible for directing and managing the full range of operations within the accounting section. The incumbent provides coaching, training, and technical and administrative assistance to the staff while monitoring performance against the organization's target goals. The position provides leadership and oversight to ensure the VA's financial integrity, supporting strategic decision making and compliance with federal mandates. The Supervisory Accountant ensures accurate financial management and regulatory compliance within the VA, supporting efficient use of resources for Veteran services. Their oversight ensures transparency and accountability in programs designed to serve and support Veterans. Ensuring accuracy in financial systems and supervising the accounting section to maintain compliance and performance standards are the most critical responsibilities. Three major accounting functions are financial reporting, cash management and internal controls, and cost accounting. Cases frequently arise which are complex, time consuming, and require independent judgment to best serve the organization. The Supervisory Accountant is responsible for adequate staff coverage at all times, and all unexpected absences, trainings, etc. Incumbent maintains access to GovTA (VA Time and Attendance System VATAS) to review and make decisions on leave requests for staff. Incumbent will certify timecards for accounting staff. Close and continuous contact is maintained with the Assistant Chief Financial Officer (AFO) and other management staff regarding perspective budget controls. The Supervisory Accountant operates under the general supervision of the Assistant Chief Financial Officer, who reviews the program in terms of total management accomplishments through report, audit, budget review and similar controls.

Incumbent maintains a computerized double entry accounting system and ensures proper workflow from all other supporting/interfacing systems such as Integrated Funds Distribution Control Point Activity Accounting and Procurement (IFCAP), Invoice Payment Processing System (IPPS), G-Invoicing, Over-the-Counter Channel Application (OTCnet), Veterans Personal Finance System (VPFS), Electronic Contract Management System (eCMS), Capital Asset Inventory (CAI), Project Tracking Reports (PTR), etc. Automated tools, such as Microsoft Excel macros, are utilized to perform account reconciliations. The accounts encompass the full range of assets, liabilities, income and expense accounts found in the usual commercial system, as well as a fully developed allotment accounting system properly adapted to meet the special requirements of the Department of Veterans Affairs as prescribed by the General Accounting Office (GAO). Maintenance of the Financial Management System (FMS) includes classifying, recording, and analyzing data to provide a basis for financial planning, data for evaluating performance, status of the financial conditions, results of operations, compliance with applicable laws, and safeguarding of public funds.

The incumbent is responsible for ensuring that the general ledger and cost accounts are reconciled at least monthly to assure accuracy of the historical cost data. To maintain proper costing, incumbent reviews reports to balance to the general ledger (i.e. F830, F911), conducts system reconciliations and ensures obligation procedures are followed to maintain operational efficiency. To assure financial quality control, the incumbent ensures that reconciliations are done timely and accurately and that any variances are properly researched and corrected. This data provides management with an accurate base to make decisions on both current and long-range fund allocation and resource management. The incumbent monitors and complies to maintain green financial indicators. The Financial Indicators are a means of evaluating and promoting improvement in financial management. Incumbent initiates, directs, and is responsible for the preparation of both standardized and unique reports required by statute and/or management, assures that these reports comply with regulations and responds to the needs of upper management. Incumbent reviews the computer-generated reports to assure accuracy, and that where indicated necessary corrective action has been implemented by subordinates. Ensures integrity of financial reports, Treasury reports and other Central Office and local reports and ensures they are prepared accurately and submitted timely.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/30/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Accountant requires the Basic Individual Occupational Requirements be met.

Basic Individual Occupational Requirements:

Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1.) Maintains a computerized double entry accounting system and ensures proper workflow from all other supporting/interfacing system. 2.) Provides coaching, training, and technical and administrative assistance to tech staff while monitoring performance against the organization's target goals. 3.) Maintain proper costing, reviews reports to balance to the general ledger, conducts system reconciliations and ensures obligation procedures are followed to maintain operational efficiency. 4.) Participates in decision making meetings with operating program officials, rendering suggestions and recommendations related to the decisions made and policies established.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
