Help

  • Serves as a senior advisor to management on complex labor relations matters, including grievances, arbitrations, and collective bargaining.

  • Leads and coordinates the development and implementation of agency-wide labor relations policies, programs, and strategies.

  • Represents the agency in negotiations with union officials on sensitive and high-impact labor relations issues.

  • Provides authoritative guidance on Federal labor laws, regulations, and case law, ensuring compliance and effective program execution.

  • Analyzes complex labor relations issues, develops solutions, and advises leadership on policy and procedural changes.

  • Develops and delivers training and education programs to support labor relations initiatives and workforce understanding.

  • Builds and maintains effective relationships with leadership, employees, and union representatives to support organizational goals.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-13 level in the Federal service (or equivalent) performing all of the following:

  • Providing expert labor relations advisory services to management on complex issues involving grievances, arbitration, collective bargaining, and dispute resolution;
  • Interpreting and applying Federal labor relations laws, regulations, case law, and guidance to develop policy positions and recommendations;
  • Representing management in negotiations or discussions with union officials on sensitive or high-impact labor relations matters; and
  • Analyzing complex labor relations issues and developing strategies, policies, or program improvements to support organizational goals.


Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level.
