Major duties include, but are not limited to:

  • Primary responsibility for the planning and operational management of the Office of Community Care.
  • Responsible for substantive administrative support functions which serve to facilitate clinical service operations while working closely with leaders and staff in the Referral Coordination Team and the Care Transitions Team.
  • Analyze expenditures for the different programs with the use of applications, computer spreadsheets, etc., and makes recommendations relative to cost reduction.
  • Develop, evaluate, and modify organizational structure and systems to achieve program goals.
  • Coordinate and negotiate with other Veterans Integrated Service (VISN) 20 Fee Service Program Coordinators to ensure a coordinated and consistent approach to delivery of non-VA benefits which impacts VISN 20 policies and procedures.
  • Analyze, evaluate and develop recommendations on improving the efficiency and effectiveness of Community Care procedures, organization, manpower utilization and management controls.
  • Responsible for budget formulation, administration and control as well as effective use of appropriated funds.
  • Provide program management, personnel management, and supervisory functions within the Office of Community Care.
  • Perform other duties as assigned.
Work Schedule: Monday - Friday, 7:30am-4:00pm

Qualifications

To qualify for this position at the GS-11 level, applicant(s) must meet one of the following qualifications:

SPECIALIZED EXPERIENCE: Requires one full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal service that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Specialized experience includes providing operational oversight and directing medical administration programs in a medical center/healthcare facility; managing the administrative aspects of referral and authorization processes for medical care; supervising a team of staff responsible for coordinating administrative functions to support patient care; ensuring compliance with medical center and federal regulations, and implementing quality improvement projects to enhance program efficiency and patient satisfaction. SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Requires aPh.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): An equivalentcombination of specialized experience and education as described above. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The carrying of light items such as books, presentation and papers is required. Intermittent keyboarding and the use of a computer and monitor is required to perform the duties.
Work is typically performed in an adequately lighted and climate controlled office. Incumbent is required to travel between Spokane VA Medical Center and leased building (Mayfair) which is located approximately 5 miles from the medical center.
