Help

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

Assume responsibility for specific reconcilements, reports, or audits to ensure proper accountability, proper payment of periodic interest and principal through the Bureau's systems, and to provide accurate reporting to Fiscal Accounting Office to be used in part or in whole to establish periodic statements to Treasury for the principal and interest, and cash and securities balances of the public debt of the United States.

Develop and implement new accounting procedures and operating manuals, based upon approved changes, to ensure adequate internal controls are in place and in compliance with Bureau requirements and to resolve unusual or complex operational problems involving manual or computerized systems.
Apply accounting theories and formulas to ensure that the Bureau's securities operations are soundly analyzed and interpreted. Review and interpret laws, regulations and basic policies and take necessary steps to make changes to ensure compliance.

Perform analyses and develop comprehensive reports to provide recommendations to Bureau management concerning current and future problems on the financial implications of proposed actions. Work to improve program cost effectiveness by examining procedures and requirements, and to identify opportunities to simplify or automate processing of operational activities.

Represent the division in Bureau study groups or task forces on matters of accounting. Serve as liaison with officials of the Federal Reserve System and other diverse groups to provide technical information and guidance on manual and/or automated accounting system functionality. Prepare necessary documentation for submission to Government Accountability Office while conducting audits.

  • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements by the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience:
Specialized experience for the GS-12 is defined as one year of experience at the GS-11 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this grade must include ALL of the following:
- Operating, maintaining, or monitoring accounting systems; AND
- Interpreting and applying accounting standards, policies, and requirements; AND
- Examining, analyzing, and interpreting accounting data, records, and reports; AND
- Participating on audits, reviews, or management requested studies of financial statements or operations; AND
- Conducting special studies or specialized projects and assignments.

Specialized experience for the GS-11 is defined as one year of experience at the GS-09 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this grade must include ALL of the following:
- Operating or inspecting accounting systems; AND
- Interpreting and applying accounting standards, policies, and procedures; AND
- Preparing reconciliations, reports or audits; AND
- Participating on audits, reviews, or management requested studies of financial statements or operations
OR You may substitute education for specialized experience as follows:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

Specialized experience for the GS-09 is defined as one year of experience at the GS-07 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this grade must include ALL of the following:
- Examining, analyzing and interpreting accounting data, records, and reports; AND
- Participating on audits, reviews, or specialized projects or studies of financial statements and operations; AND
- Experience in operating and maintaining automated accounting systems sufficient to: Process accounting documents and or perform research and analysis.
OR You may substitute education for specialized experience as follows:
2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

Education

Basic Requirements for Accountant 0510 Series:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
