Duties

Help
  • You will review contract specifications for compatibility with the administration of performance assessment methods and procedures.
  • You will define assessable performance standards for customer contract requirements, identifying historical technical and performance problems, analyzing defective work, and identifying material deficiencies or substitutions.
  • You will prepare Government cost estimates for task orders and minor modifications using industry/DoD accepted standards.
  • You will conduct on-site assessment of Facility Support Contracts to observe work performance and methods employed to ensure compliance with specifications and drawings.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time

Qualifications

FOR THE GS-07
Your resume must demonstrate at least one year of SPECIAILIZED experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing written documentation for observations analyzing adverse quality trends or conditions to determine appropriate corrective actions, and assessing customer complaints regarding contractors services; 2) Reviewing shop drawings, job plans, and performance schedules in order to enforce applicable safety standards and Operational Risk Management techniques; 3) Preparing daily reports and verbally communicating with Customers and NAVFAC personnel; 4) Assessing contractor performance on Facility Support Contracts to validate the contractor's services meet the contract specifications; and 5) Assisting in the development of contract specifications, reports, performance standards (that are measurable, accurate and clearly understood), and PAPs/FAPs.

FOR THE GS-09
Your resume must demonstrate at least one year of SPECIAILIZED experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Defining assessable performance standards for customer contract requirements, identifying historical technical and performance problems, analyzing defective work, and identifying material deficiencies or substitutions; 2) Developing of contract specifications, reports, performance standards (that are measurable, accurate and clearly understood), and PAPs/FAPs; 3) Preparing Performance Assessment Plans (PAPs) and Functional Assessment Plans (FAPs); 4) Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems relating to performance assessment practices and procedures; and 5) Preparing cost analysis and estimates, applying industry/DoD estimating standards to determine the reasonableness of the contractor's proposal for modifications or changed conditions.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
A master's or equivalent graduate degree;

or

2 full years of progressively higher level graduate education leading to such a degree;

or

LL.B. or J.D., if related.

GS-07:
1 full year of graduate level education;

or

Superior Academic Achievement.

Work Hours: The incumbent is required to respond after normal work hours and work overtime on an emergency basis, and is required to provide a 24 hour emergency contact number. Emergency and/or after hours response situations are very rare.

Travel: Work or training may require overnight travel away from the duty station. Travel by air is required.
