Help

The incumbent serves as the Program Manager for the outpatient Post-Traumatic Stress Disorder (PTSD) Specialty Clinic and the Outpatient VA SORCC Substance Use Disorder (SUD) Specialty Clinic. Responsibilities are complex in scope, involving full management of two specialty programs with nationally-mandated services and supervision of a diverse professional staff. The PTSD and SUD Specialty Clinics are customer-service oriented, meeting a variety of emotional, psychological, behavioral, interpersonal, and social needs of patients. These services contribute significantly to the level of health care provided by this agency and serve a population that is higher in acuity and complexity.

  • The incumbent has the broad responsibility for program management of both the PTSD and SUD SPECIALTY CLINIC specialty programs and makes decisions exercising very wide latitude and independent judgment. The incumbent plans, organizes and directs administrative, operational, patient and personnel activities for the two programs.
  • The incumbent has primary responsibility for ensuring each program meets VHA's Uniformed Mental Health Services Handbook requirements, VA/DoD Clinical Practice Guidelines for PTSD and for Substance Use Disorders (SUD,) Joint Commission accreditation standards, and CARF accreditation standards for SUD. Thus, develops and implements policies, procedures, and programs to enhance the Veteran's Mental Health treatment experience.
  • The incumbent has authority and oversight of administrative and programmatic resources and will deploy those resources in support of the program needs.
  • Responsible for strategic planning to ensure the provision of high quality services to meet the needs of the Veterans being served i.e. the development and implementation of short- and long-term goals and objectives.
  • Oversees the establishment and utilization of program monitors and outcome measurements within each program using data-driven quality assurance processes. Using information obtained from data analysis makes successive improvements in processes to benefit the Mental Health treatment experience for Veterans. Will be primary champion for the SAIL metrics related to PTSD and SUD areas of focus. Develops and implements information and workload systems to evaluate the quality of services provided and track productivity
  • The incumbent will work to maintain VA Central Office designation as a PTSD Clinical Team (PCT). PCTs are specialized PTSD programs providing comprehensive services to serve Veterans with new onset, severe, or complex PTSD. The incumbent will work to develop programming and acquire resources to fully staff a multidisciplinary team comprised of psychiatrist and mental health clinicians with expertise in PTSD treatment.
  • Participates in conferences/meetings with higher-ranking managers, supervisors, and staff from other disciplines or work units, and/or, as needed, with representatives of local public interest groups, congressional district offices, and employees of State and local governments.
  • Performs full administrative and personnel management functions for supervised staff. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. The incumbent resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Advises and counsels workers on work and administrative matters.
Work Schedule:Tour may be required to start at 07:00am, pending clinic needs. A compressed tour may be approved pending a successful first appraisal. The default tour is Monday through Friday, 8:00 a.m. to 4:30 p.m.

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

BASIC REQUIREMENTS.
The basic requirements for employment as a LPMHC are prescribed by statute in 38 U.S.C. § 7402(b)(11). To qualify for appointment as a LPMHC all applicants must:

  • Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with applicable law).
  • Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/.
    • NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
  • Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
  • English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with 38 U.S.C. § 7402(d).
GRADE DETERMINATIONS.
In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.

Licensed Professional Mental Health Counselor (Program Manager), GS-13.
(a) Experience, Education, and Licensure.
In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.

(b) Assignments. LPMHCs manage the daily operations of multiple programs, develop and implement program policies and procedures, or serve as chief or principal counselor to a number of LPHMCs. They are responsible for oversight of administrative and programmatic resources and monitoring of outcomes. They prepare reports and statistics for facility, VISN, and national leadership. Decisions may affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. They may be responsible for the program's budget. They may also supervise employees assigned to the program.

(c) Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below:
1. Ability to make judgments and decisions associated with program management.
2. Ability to monitor program outcomes using data driven quality assurance process.
3. Ability to develop productivity standards appropriate to each service provided.
4. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.

Preferred Experience: Program Development, Whole Health practice experience, supervisory experience.

The full performance level of this vacancy is GS-13.

Physical Requirements: The physical demands of this position require light lifting (under 15 pounds); moderate carrying (15-44 pounds); use of fingers; walking (up to 2 hours); standing (up to 2 hours); near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other; both eyes required; hearing (aid may be permitted); and emotional and mental stability.

Environmental Factors: Work may be performed outside and inside; dry atmospheric conditions; prolonged sitting; and you must be able to work alone and closely with others.
