Summary

This position functions as the Principal Agent Cashier (PAC) assigned to the Fiscal Service at the Miami VA Medical Center. The responsibly for all cashier functions and workflow of transactions, cash management, and disbursement of VA funds. Since the Agent Cashier's office is located outside the physical location of the Fiscal Service, the PAC requires wide latitude necessary for independent judgement and decision making due to the variety and scope of duties performed.

Help

Duties include, but may not be limited to the following:

  • As the authorized agent by the Treasury Department, is personally responsible for the Treasury's Imprest (advance) funds. The PAC monitors, maintains, and balances (on a daily basic), the credit union account, the cash on hand, and ensures adequate cash flow is always on hand to operate the daily cashier functions.
  • Will be responsible for independently monitoring all allotment of Medical Care
  • Collection Fund (MCCF) and the Medical Care Cost Recovery (MCCR).
  • The PAC identifies and determines the acceptability of payments including, but not limited to, the following: cash, personal checks; credit card payments (in person or by telephone); third-party checks; insurance and/or Tricare payments; money orders; cashier's checks; state and local government checks.
  • Once a payment has been identified for posting, the PAC must process and apply these funds to the proper accounts or appropriations, such as, patients' accounts, donations, release of information, refunds, or suspense accounts for identification.
  • . Prior to submitting the replenishment vouchers, the PAC must conduct a check and balance utilizing multiple finance software applications and tools as well as VA Form 1129 which includes calculations of cash on hand, checkbook balance, unscheduled vouchers, receipts for cash, and in-transit deposits.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/03/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collection Fund (MCCF) and the Medical Care Cost Recovery (MCCR). The PAC identifies and determines the acceptability of payments including, but not limited to, the following: cash, personal checks; credit card payments (in person or by telephone); third-party checks; insurance and/or Tricare payments; money orders; cashier's checks; state and local government checks. and Treasury checks, such as salary, social security, and/or VA Compensation and Pension checks. The PAC is responsible for monitoring daily debit voucher reports as a means of tracking bounced checks. Since deposits are submitted electronically through OTC net, the PAC buys the cash collected by writing a check from the credit union bank account. Will be responsible for managing and comparing cash on hand to bank account balances to ensure that there are always sufficient funds available in the bank to cover checks that are written for the use of cash from the deposits.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is generally performed in an office setting. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other offices and buildings. Concentration and sustained performance under prolonged stress is required due to time factors involved and the nature of work.
