Help
  • Performs duties under the general direction of the Child and Youth Services (CYS) Coordinator who outlines program objectives and is available for discussion of complicated and unprecedented matters.
  • Assists CYS Services coordinator with operational functions of the CYS program in accordance with applicable statutory and regulatory requirements.
  • Assists CYS Coordinator with budget preparation and justification. Analyzes monthly budget reports and uses analysis to make adjustments in the programs to support CYS financial and program goals.
  • Recruits, hires and supervises staff to include the CYS Nurse, the Functional Technology Specialist and other overarching CYS Personnel not directly tied to a specific program.
  • Utilizes automated systems to collect and maintain up-to-date statistical data and oversee the collection and accurate accounting of funds. Analyzes statistical data for inclusion in the CYS Annual Report.

  • Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and DoD policy to include annual influenza vaccinations.

Qualifications

Resumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position.

A qualified candidate must possess the following:

Progressive work experience directly related to the duties to be performed as described in numbers 1 thru 6 below equivalent to the next lower grade level.
1. Experience working with regulatory, personnel, funding, and budgeting proponents. Knowledge of management analysis, personnel development, and APF and NAF funding and oversight relationship to CYS programs.
2. Four years of program administration experience in child and youth programs.
3. Experience in training adults and working effectively with command staff, professional staff and parents.
4. Demonstrated ability to plan, organize work, and analyze problems to identify significant factors, gather pertinent data and recognize solutions.
5. Comprehensive oral and communications skills and analytical writing skills. Ability to present ideas and proposals to a variety of audiences.
6. Demonstrated ability using computers with standard office software such Microsoft Excel, Word, Power Point, and e-mail.

In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":

Do you have the following highly preferred experience:

  • Professional Experience: Minimum of five (5) years of experience in Military Child and Youth Services (CYS) or childcare program management.
  • Financial and Program Management Knowledge: Demonstrated working knowledge of Child and Youth Services (CYS) budgets and funding by space within the past five (5) years.
  • Reporting and Systems Experience: Experience completing required Child and Youth Services (CYS) reports and compliance actions, including the Child and Youth Services (CYS) Annual Report, Fee Report, and inspection corrective actions, as well as proficiency with Child and Youth Services (CYS) reporting systems such as CYMS (Child and Youth Management System), IRO (Integrated Reporting Online), MIS (Management Information System), Rec Central, and ISR (Installation Status Report).
  • The most highly qualified candidate will have knowledge of and experience in working with CYMS (Child and Youth Management System) and CYERT (Child and Youth Enterprise Reporting Tool) or similar automated systems.
The experience and knowledge listed above MUST be reflected on your resume to be considered a highly preferred candidate.
