About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with U.S. Cyber Command J3 Directorate, J344 Readiness Campaign Plan Branch, Office of the J3 (B1D), Fort Meade, Maryland.

Duties

Help
  • Develop Readiness policies that will drive USCYBERCOM, as the Joint Force Provider (JFP), governance of readiness reporting for effective decision making that supports full spectrum cyber operations worldwide.
  • Drives policy, orders, and processes to optimize Cyber Mission Force (CMF) readiness reporting and operational outcomes in alignment with the Commander USCYBERCOM’s intent.
  • Identifies policy and governance gaps in the readiness of presented forces.
  • Assists in refining specialized analytical data to identify limits of the projected cyber workforce resources to generate and present cyber mission forces capable of addressing operational requirements in steady state, crisis, and contingency.
  • Improves the Combatant Commander’s ability to integrate and synchronize ready combat and support forces and capabilities by addressing readiness shortfalls.
  • Enhances the Combatant Commander’s ability to integrate and synchronize ready combat and support forces and capabilities to execute assigned missions.
  • Exercises supervisory personnel management responsibilities for personnel assigned to an element of the Operations Directorate.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program).
  • The incumbent must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) reviewing and analyzing the impact of current readiness processes to identify shortfalls and recommending solutions; 2) assessing, consolidating, and reporting readiness processes and proposed improvements to senior staff; and 3) leading a team to define and optimize processes, focusing on collaboration and coordination between internal and external customers.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
