This position is located at Office of the Inspector General for Tax Admin, Office of Data Analytics. The incumbent of this position reports to the Chief Data Officer and possesses extensive, unique, and in-depth knowledge and experience in the areas of IT, data storage, management, security, and analysis. The purpose of this position is to lead a directorate that serves to provide data and analysis needed by auditors, evaluators, and investigators to accomplish TIGTA's mission.

TIGTA employees will remain at assigned duty location as long as they are located at any TIGTA core office.

As a Supervisory IT Specialist (DATAMGT), you will:

- Lead the directorate to perform the most critical data analytic assignments to support projects encompassing the entire spectrum of IRS programs, projects, and activities.

- Provide a broad range of high level supervisory and management services and support to the directorate and/or other parts of the Treasury Inspector General for Tax Administration, including approving or re-scoping of project plans (including resource commitments) or evaluation processes, development of strategic planning documents to support the Strategic Business Plan, providing input to the Annual Audit Plan (OA), and providing assistance for potential investigative cases.

- Oversee the efforts of subordinates in transforming and loading data; conducting data analytics; creating visualizations; statistical sampling; and other technical projects to identify trends and anomalies with data, potential control weaknesses, challenges to the IRS, or integrity weaknesses.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Identifying and analyzing data and systems that are necessary for auditors, evaluators, and investigators to meet
their mission; AND
- Working with other IT officials to resolve barriers to accessing data and systems; AND
- Developing policies, procedures, and relevant training for analyzing and managing data and system access; AND
- Engaging senior executives to reach agreement on or consensus about complicated policy considerations through
effective written and oral communication.

In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT (CONTINUED):
  • A one year probationary period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • You will be required to regularly report to the Duty Station listed above. While teleworking is an option, approval is at management's discretion based on duties, business needs, performance, etc.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
