The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, internal policies, finance and budget, information technology, security, facilities, and information management.

Duties

Help

Ensure that intelligence supporting Continuity of Operations, Continuity of Government and Enduring Constitutional Government is available and shared with all appropriate IC personnel.

Collaborate with IC partners to ensure that resources are properly arrayed to address continuity requirements identified in existing policy.

Provide mission assurance for the IC 24-hour alert and warning support function, as well as the collection of information from a wide range of intelligence disciplines for accuracy, deception, relevance, and timeliness for the purpose of alert and warning to include providing updates on fast-breaking intelligence issues and developments to senior customers. Coordinates collection activities with IC as needed by the customer.

Coordinate with Intelligence Community (IC), watch officers and operation centers to ensure situational awareness of collection enterprise's activities, and to assure alignment with key national priorities

Evaluate the IC's efforts to build and sustain a continuity capability against existing requirements.

Develop and implement strategies to augment and extend strategic collection capabilities, and coordinate with national, defense, and domestic authorities to ensure alignment with key intelligence priorities.

Coordinate and support professional staff in the monitoring, sorting, prioritization, and analysis of intelligence and operational message traffic.

Develop and deliver oral briefings and written reports to ODNI leadership on intelligence issue activities and/or threats.

Develop, justify, and provide structured recommendations and innovative solutions for collection enterprise situational awareness on the status and employment of collection capabilities.

Participate in the preparation of reports and oversight material for collection enterprise situation awareness, to ensure substantive accuracy and consistency with applicable policies and statutes; edit and provide quality control review of written products.

As required, develop and support Watch Officers' training and professional development by identifying relevant courses consistent with the officer's skills, career path, and the team's mission requirements; monitor team training activities to ensure all required and requested training is completed to standard.

  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Position is primarily located in McLean, VA with ability to report or travel to alternate locations as needed to support mission requirements.

Extensive knowledge of the ODNI and larger IC mission, operations, tradecraft, capabilities, and requirements.

Extensive knowledge of intelligence production and analytical methodologies, including strategic gaming, employed in the strategic forecasting/futures domain.

Demonstrated ability to work effectively with senior leadership to build consensus on contentious issues and to foster a collaborative work environment across the ODNI, IC and mission partners.

Extensive knowledge of intelligence analysis and production.

Extensive knowledge of relationships and interrelationships in the IC and collection capabilities, including crisis/operations center with 24-hour/7-day responsibilities.

Capable of working rotating shifts of 12.5 hours in a fast-paced demanding environment.

Extensive knowledge of defense, domestic, and national IC collection issues and capabilities.

Demonstrated ability to maintain and develop effective working relationships with counterparts and more senior staff in the IC for the purpose of sharing information.

Demonstrated ability to make assessments of time-sensitive issues, adjust priorities, and change focus quickly as demands change.

Demonstrated ability to communicate, both oral and in written, complex information in a clear, concise manner that is targeted to and meets the needs of all audiences with different perspectives and objectives.

Demonstrated interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment, and to lead and mentor junior colleagues.

SALARY DETERMINATION

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management.

In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned.

For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
