Duties

Help

As a PROGRAM & MANAGEMENT ANALYST (ACQUISITION) at the GS-0343-12/13 some of your typical work assignments may include:

  • Participates in the development, coordination, implementation, and monitoring of program management and acquisition plans for large labor, maintenance and commodity projects primarily relating to Information Technology (IT) programs.
  • Determines financial and business capability of present and potential contractors related to acquisition plans, scrutinizing operating data to determine the effect of proposed contract conditions on the contractor's ability to perform.
  • Maintains responsibility and is accountable for analyzing a variety of acquisition mechanisms for DMDC, such as identifying the full complement of acquisition alternatives including review of complex commodities and service contracts.
  • Provides support on a variety of acquisition management, business and program tasks. These tasks include implementing DMDC acquisition strategy and developing contract specific acquisition milestone plans, assisting the Financial Management Branch in formulating and executing budgets for Operations and Maintenance (O&M), Procurement Defense Agencies (PDA) and Research, Development Testing and Evaluation (RDT&E) appropriations.
  • Identifies, develops, and implements business process improvement initiatives; and provides various program and business management support.
  • Serving in the role of Contracting Officer Representative (COR) responsible for the management and oversight of a diverse portfolio of contracts.
  • Develops work flow (process) diagrams for the Acquisition & Contract Management Division leadership and DMDC; analyzes process flows identifies areas for process improvement; provides process improvement recommendations to the Acquisition & Contract Division Director.

Qualifications

You may qualify at the GS- 12/13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the 12/13 grade level in the Federal service:

GS-12: Program and Management Analyst (Acquisition):

  • Assisted in the development and implementation of comprehensive Information Technology (IT) program acquisition plans.
  • Supported the full range of pre-award and post-award contract management functions for complex acquisition projects.
  • Contributed to the creation of key acquisition documents, including market research reports, Statements of Work (SOWs), and initial cost estimates.
  • Tracked contract-specific acquisition milestone plans to ensure program objectives remained on schedule.
  • Assisted in the development of IT budgets and tracked financial execution to ensure fiscal accountability

GS-13: Program and Management Analyst (Acquisition):
  • Independently developed and implemented strategic Information Technology (IT) program acquisition plans for mission-critical projects.- Led the full range of acquisition planning, including complex pre-award and post-award contract management functions with a high degree of autonomy.
  • Authored and finalized complete acquisition packages, such as Acquisition Strategies, Performance Work Statements (PWS), and Independent Government Cost Estimates (IGCEs).
  • Managed the entire post-award contract lifecycle, from performance analysis and modifications to formal closeout procedures.
  • Developed, managed, and reported on intricate, contract-specific acquisition milestone plans to senior leadership.
  • Formulated and executed multi-year IT budgets, ensuring alignment with programmatic requirements and strategic objectives.

Defense Human Resources Activity

This position is located in the Sustainment Management Division, Technical Services Directorate in the Defense Manpower Data Center (DMDC). DMDC is part of the Department of Defense Human Resources Activity (DHRA), a Field Activity of the Under Secretary of Defense for Personnel and Readiness (USD (P&R)). The Field Activity reports to the USD (P&R) through the Principal Deputy under Secretary of Defense (Personnel and Readiness). The mission of DMDC is to be the DoD enterprise wide provider of Human Resource Information Technology (IT) services and products leveraging extensive human resource focused data assets. DMDC data assets enable execution of numerous missions within and outside the DoD; to include benefit eligibility, identity management, personnel security, physical security, and other personnel related services. DMDC's strategic vision is to securely support the vastly expanding HR related mission represented in emerging areas and those which will undergo HR reform initiatives.
The incumbent reports to the IT Budget and Execution Branch Chief, Sustainment Management, DMDC. The incumbent functions as a key Subject Matter Expert (SME) and Program & Management Analyst for the DMDC Technical Services Directorate.
