Help

As a Human Resources Specialist (Classification), you will:

  • Provides advisory services to the Office of the Secretary (OST) on complex position management issues, including controversial mixed-series/mixed-grade roles and interdisciplinary fields.
  • Conducts desk audits, validates Fair Labor Standards Act (FLSA) coding, and prepares formal evaluation statements.
  • Collaborates with management during the formative stages of organizational design, recommending courses of action rooted in sound position management principles.
  • Evaluates OST Position Management programs through data collection and periodic reviews.

The ideal candidate will possess experience as a strategic influencer with the ability to effectively advise hiring managers gaining their concurrence and acceptance on classification outcomes.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience independently applying a wide range of OPM General Schedule (GS) and Federal Wage System (FWS) classification standards to determine the correct pay system, series, title and grade for professional, scientific, and administrative positions.
  • Experience providing technical advisory services to managers regarding organizational structures and position management principles.
  • Experience performing desk audits to include validating Fair Labor Standards Act (FLSA) exemption status for a variety of occupations to ensure regulatory compliance.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience applying a wide range of OPM General Schedule (GS) and Federal Wage System (FWS) classification standards to determine the correct pay system, series, title and grade for professional, scientific, and administrative positions with minimal technical oversight or supervision.
  • Experience advising senior leadership on organizational structures, including recommending changes to position management during realignments, workforce reductions, or mission-driven reorganizations.
  • Experience conducting technical reviews and desk audits to make final Fair Labor Standards Act (FLSA) exemption determinations and defending those findings against potential appeals.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Classification - Knowledge of classification concepts, principles, and practices related to structuring organizations and positions and determining the appropriate pay system, occupational grouping, title, and pay level of positions.
  2. Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
  3. Legal, Government, and Jurisprudence - Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, Government regulations, Executive orders, agency rules, Government organization and functions, and the democratic political process.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
