Basic Requirements:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

The applicant must possess at least one year of specialized experience equivalent to the GS-14 level which demonstrates the following: Specialized experience is defined as: Overseeing and providing procedural guidance to the accounting operations functional areas of account payable, receivable, maintenance and control to include accounting requirements, supports, and financial reporting; utilizing integrated financial management systems and sub-systems to extract data, to identify and resolve system problems, and maintain data integrity; managing, allocating and monitoring financial resources in compliance with laws, regulations, and policies, with transparency and appropriate internal controls. Preparing, reviewing and reconciling financial statements and reports to meet requirements and to support management decisions; identifying discrepancies and their sources in consolidated financial statements and reports and prescribing corrective action or developing procedures to preclude recurrence; leading a team of individuals to achieve financial management goals; applying applicable guidelines, principles and accounting standards, to include experience preparing and auditing periodic financial statements and reports in accordance with Generally Accepted Accounting Principles (GAAP) and presenting data and financial reports to officials.
