The Office of Occupational Health & Well-Being Services is looking for a skilled professional to serve as the Chief of Emergency Management (C/EM). If you are drawn to a career as an EM Specialist, have strong leadership skills, and thrive within a fast-paced organization, the Chief position may be an ideal fit. The C/EM is responsible for guiding NSA/CSS Enterprise readiness for all types of emergencies through creating, implementing, and continually improving emergency preparedness strategies. The C/EM ensures that NSA/CSS remains flexible and resilient when facing potential risks and crises.

Supervise, lead and/or perform emergency management work including managing and coordinating the preparedness for emergencies. Emergencies include intentional and/or unintentional crises, disasters, humanitarian emergencies, hazards, or natural and man-made/technological incidents. Emergency Management Specialists collaborate with and foster relationships between Federal, Tribal, State, and local governments, non-governmental organizations, and the private sector.

The C/EM is a supervisory EM Specialist position. As such, your typical duties may include:

- Directing comprehensive hazard initiatives to minimize workforce vulnerability to disasters; devising innovative solutions to address challenges in emergency preparedness; and cultivating environments that promote organizational partnerships for effective disaster response and resilience.
- Serving as the EM technical authority, exercising autonomy and political savvy in establishing and maintaining relationships with various government stakeholders.
- Leading the EM Mission Element across the NSA/CSS Enterprise to ensure a consistent and effective implementation of the EM program in support of worldwide workforce health and safety.
- Proactively promoting emergency preparedness through diverse outreach initiatives, developing and disseminating workforce communication plans, and participating in external preparedness programs. - Coordinating with other EM programs within the DoD, Intelligence Community, and other federal and local partners to ensure a holistic EM approach is implemented at NSAW and across the Enterprise.
- Functioning as the Emergency Operations Center (EOC) Coordinator during special events and emergencies, utilizing strong project management skills and timely information dissemination.
- Formulating long-term strategies aligned with organizational objectives. Collaborating with team members to establish key goals and implementing quantifiable metrics to evaluate project success or identifying areas for enhancement.
- Evaluating team members' technical competencies and team performance to optimize task allocation and support. Managing team resources, monitoring utilization, preparing data-driven justifications for staffing and budget requests, and offering guidance on operational and administrative matters.
- Effectively delegating responsibilities; setting and adjusting short-term objectives; conducting recruitment interviews; resolving staff concerns; identifying professional development opportunities and maintaining a safe working environment for the team.
- Implementing quality control measures to ensure high quality deliverables. Composing, reviewing, and finalizing EM presentations and documents. Supervising and directing the facilitation, planning, and execution of discussion - and operations-based stakeholder planning meetings and exercises, including seminars, workshops, tabletops, games, drills, functional, and full-scale exercises.

SENIOR
Entry is with a high school diploma or GED plus 10 years of relevant experience; an Associate's degree plus 8 years of relevant experience; a Bachelor's degree plus 6 years of relevant experience; a Master's degree plus 4 years of relevant experience; or a Doctoral degree plus 3 years of relevant experience.

A degree in any field is acceptable.

Relevant experience must be in one or more of the following: emergency planning, preparedness, response, recovery, or mitigation.

Pay: Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position.

Salary Range: $121,785 - $187,093 (Senior)
Salary range varies by location, work level, and relevant experience to the position.

Training will be provided based on the selectee's needs and experience.

Work Schedule: This is a full-time position, Monday - Friday, with basic 8hr/day work requirement between 6:00 a.m. and 6:00 p.m. (flexible).

DCIPS Trial Period:
If selected for this position, you will be required to serve a two-year DCIPS trial period, unless you are a veterans' preference-eligible employee, in which case you are required to serve a one-year trial period. This trial period runs concurrently with your commitment to the position, if applicable. Before finalizing your appointment at the conclusion of your trial period, NSA will determine whether your continued employment advances the public interest. This decision will be based on factors such as your performance and conduct; the Agency's needs and interests; whether your continued employment would advance the Agency's organizational goals; and whether your continued employment would advance the efficiency of the Federal service.

Upon completion of your trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

If you do not receive certification for continued employment, you should receive written notice prior to the end of your trial period that your employment will be terminated and the effective date of such termination.

The ideal candidate should have a track record of collaborating with partners to develop, coordinate, and maintain crisis management related initiatives, such as Resource Planning, Risk Reduction, Operational Preparedness, Response Protocols, and Recovery Procedures.
