Duties

Help
  • Plans, directs, coordinates and monitors all enforcement and case development activities of the Area Office through unit supervisors and administrative staff.
  • Provides leadership and direction to unit supervisors and/or administrative staff in conducting investigations of employment discrimination complaints filed under the statutes enforced by the Commission.
  • Ensures that complaints/charges are properly assigned and are appropriately investigated in accordance with Agency policy, procedure, and precedent.
  • Reviews files for conformance with Commission policies and procedures; and appropriate application of the theories of employment discrimination laws and the overall adequacy of charge investigations.
  • Ensures that settlements are negotiated, where appropriate, and that unit supervisors review compliance with the terms of negotiated settlements and conciliation agreement.
  • Participates on the District Office Management Review Team which is responsible for developing investigative strategy on highly complex and sensitive cases.
  • Conducts periodic staff meetings to provide general advice and information to subordinates on the technical aspects of investigations.
  • Represents the Commission, in the assigned geographical area when communicating with public and private organizations and the general public.

Qualifications

For the GS-14: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in the federal service. Specialized experience includes experience managing work involving equal opportunity enforcement, case development regarding employment discrimination complaints, settlement negotiations, and monitored enforcement and case development activities, etc.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS- 14 level.

Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
