About the Position: The incumbent performs journeyman level maintenance for mechanical, hydraulic, pneumatic and electrical systems at a high lift lock and dam facility. Performs and participates in a variety of diagnostic inspections, preventive maintenance and repairs of associated lock and dam appurtenances.

Duties

Help
  • Perform repairs and installations of hydraulic and mechanical systems, performs preventive maintenance, diagnostic maintenance inspections and rebuilds lock and dam operating systems, machinery, and related equipment at navigational facilities.
  • Inspect, adjust, lubricate, test, install, calibrate and/or perform major and minor repairs at regularly scheduled intervals.
  • Inspect, troubleshoot and/or rebuild electric motors, diesel and gasoline engines of associated equipment at the facility.
  • Operate mobile land plant and floating plant equipment.
  • Determines extent of needed repair and/or overhaul required and accomplishes the same.
  • Disassemble electric/hydraulic systems or subsystems thereof to determine extent of repair.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • May be required to have an American Red Cross Standard First Aid card, CPR, and/or AED in good standing and/or wear a prescribed uniform based on site specific requirements.
  • May also be required to have a valid state drivers license based on job-related, site- specific requirements.
  • Required to observe established safe working procedures.
  • Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
  • May be required to acquire and maintain appropriate Corps of Engineers equipment operating licenses based on site specific requirements.
  • A pre-employment physical is required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a Lock and Dam Equipment Mechanic without more than normal supervision. Ability to perform common installation of new equipment, maintenance, repair overhaul or replacement of parts. Work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating.

  • Ability to Interpret Instructions, Specification, etc. (includes blueprint reading)
  • Ability To Use and Maintain Tools and Equipment
  • Knowledge of Equipment Assembly, Installation, Repair, etc.
  • Physical Effort: The physical effort required to perform assigned work requires frequent standing, stooping, stretching, bending, climbing, crouching, lifting and carrying up to 50 pounds. The work also requires hand-eye coordination, working in somewhat confined spaces, hearing to detect indications of equipment problems, etc. The physical effort is normal for strenuous FWS positions and has no bearing on grade level.
  • Working Conditions: Work is performed both inside and outside during the day and at night, as required by emergencies, on high structures over water that is frequently turbulent, in the proximity of moving machinery and high tension electrical wires, and on scaffolds or slings. Occasionally works behind bulkhead or in tunnels below water level. Is subject to falls, drowning, electrical shocks, injury and discomfort, exposure to moving equipment, machinery, loud noises, inclement weather, and, at some locations, dangerous icy conditions. Uses safety equipment such as life vest, protective hearing devices, hard hat, hard-toe shoes, respirators, and protective clothing. The working conditions are typical for strenuous FWS positions with the exception of the "water element". These types of working conditions have no bearing on the grade level of this position.

Locks 27 moves more cargo than any other navigation structure on the Mississippi River. The structure is situated near the southern end of the 8.4-mile long, man-made Chain of Rocks Canal. After 1940, only a single impediment prevent the maintenance of a safe and reliable 9-foot navigation channel on the Mississippi River from St. Paul, Minn., to New Orleans. This impediment, known as the Chain of Rocks Reach, was a 17 mile series of rock ledges that began just north of St. Louis and was extremely difficult and dangerous to navigate.
