This position may be filled at either GG-07 or GG-09 grade level, please indicate the grade for which you want to be considered. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent.

As a INDUSTRIAL SECURITY SPECIALIST (RISK MANAGEMENT OFFICER) you will be responsible for the following duties:

For the GG-7:

  • Perform routine, standardized assignments to support operational risk identification, conduct baseline research on companies and ensure all written products meet prescribed quality and formatting standards under the guidance of senior specialists.
  • Assist senior specialists by reviewing Risk Indicator Reports (RIRs) to identify areas that do not adhere to internal style guides, ensuring documents are properly formatted for dissemination.
  • Actively monitor individual performance by tracking assigned tasks and metrics against established Key Performance Indicators (KPIs) to ensure timely completion of work.
  • Support senior staff by attending conferences and meetings with internal and external customers, taking notes and assisting with preparations related to the Verification & Triage mission.
  • Receive on-the-job training, developmental assignments, and formal instruction to progressively perform limited aspects of work from the next higher grade level as expertise develops.


For the GG-9:

  • Manage a small portfolio of low-complexity cases by conducting baseline research, drafting Risk Management Strategies (RMS) with assistance from senior specialists, and performing workload management to ensure all suspense dates are met.
  • Serve as a quality control point by reviewing and ensuring all reports adhere to prescribed standards for focus, depth, and internal style guides prior to internal and external dissemination.
  • Respond to information requests and provides process-related guidance to government and contractor staff based on routine scenarios, under the supervision of more experienced personnel.
  • Actively monitor individual performance metrics against established Key Performance Indicators (KPIs) to ensure personal and team objectives are achieved.
  • Participate in conferences and meetings with internal and external customers on matters related to the verification and triage mission and performs limited duties of the next higher grade to develop expertise.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

For the GG-07: You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-05) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for the GG-07 position includes:

  • Assisting in conducting risk management research and analysis by gathering and reviewing data from various sources, such as threat assessments and corporate filings, to help identify potential national security risks.
  • Applying a practical understanding of U.S. Government security disciplines, such as personnel, industrial, physical, and information security, by applying basic concepts to assigned tasks under supervision.
  • Utilizing knowledge of common legal entity types and corporate governance structures to assist in reviewing documentation related to company ownership, control, and potential foreign connections.
  • Supporting risk management casework for multiple projects by organizing case files, tracking information, and assisting senior specialists in their review of companies.
  • Assisting in preparing risk management documentation written summaries, correspondence, and reports by compiling data and drafting initial findings under the guidance of senior staff.
  • Or a Bachelor's degree from an accredited college or university.
For the GG-09: You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-07) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for the GG-09 position includes:
  • Applying a foundational understanding of U.S. Government security disciplines (personnel, industrial, physical, and information security) to review and assess company compliance and risk management as part of broader analytical studies.
  • Leveraging practical knowledge of common legal entity types and corporate governance to research a company's ownership, control, and potential foreign influence that may pose a risk to national security.
  • Assisting with multiple, concurrent research projects and risk management case reviews, effectively prioritizing tasks to support senior specialists in determining risks posed by companies involved in classified or sensitive government contracts.
  • Drafting and presenting risk assessment findings and security concerns, both orally and in written reports, to inform risk-based decisions
  • Or A Master's degree or an equivalent graduate degree (such as an LL.B. or J.D.); or Two (2) full years of progressively higher-level graduate education leading to such a degree.

4. Vulnerabilities Assessment and Management- Conduct assessments on threats and vulnerabilities, determine the level of risk, and develop and recommend appropriate mitigation countermeasures in operational and non-operational situations. Conduct assessments in a counterintelligence context to protect against espionage, other intelligence activities, and sabotage conducted for or on behalf of foreign powers, organizations or persons, or international terrorist activities.

5. Influencing and Negotiating- Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.

Education

If substituting education for experience, at the GG-07 level, you must possess a bachelor's or equivalent degree; full year of graduate-level education from an accredited college or university. For the GG-09 level, a Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such as degree or LL.B. or J.D.

Superior Academic Achievement does not apply to DCIPS positions.

Mission Statement
The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence and Security (USD (I&S). The mission of the DCSA is as follows:

- Deliver efficient and effective background investigations, adjudications and continuous vetting to safeguard the integrity and trustworthiness of an agile federal and contractor workforce, and preserve military readiness and warfighting capabilities
- Identify and neutralize foreign intelligence threats to the USG's trusted workforce and critical technologies
