Duties

Help
  • You will serve as the Mission Planning and Theatre Effects (MPTE) In-Service APM in support of the PMW 120 Battlespace Awareness and Information Operations program office within PEO C4I.
  • You will lead a large, geographically-dispersed team to manage scope, cost, schedule, and performance for the deployment, and sustainment of exiting program of record and/or establishing new acquisition projects and programs.
  • You will manage complex technical projects, fostering innovation in Command, Control, Communications, Computers, and Intelligence systems.
  • You will demonstrate a technical understanding of requirements management, capability integration, modern acquisition practices, contracting and program management of Information Warfare capabilities.
  • You will apply risk management tools and techniques to manage cost, schedule and performance for assigned program(s), evaluate performance outcomes and make recommendations for improvement.
  • You will effectively lead, integrate and coordinate disparate functional groups and develop a cohesive team capable of successfully handling complex problems encountered, and continually monitor program execution.
  • You will ensure compliance with Department of Defense and Department of Navy directives, PEO policy and other relevant guidance and coordinate preparation of program acquisition/integration documentation.
  • You will effectively communicate program information across the PEO and other relevant organizations to facilitate leveraging opportunities.
  • You will lead coordination across industry and Department of Defense activities, Program Management Offices, to ensure program acquisition strategy meet user capability requirements and are executable with acceptable risk.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading a team to manage scope, cost, schedule, and performance for the development of new capabilities supporting existing program of record and/or establishing new acquisition projects and programs; managing complex technical projects, fostering innovation in Command, Control, Communications, Computers, and Intelligence systems; engaging with internal and external stakeholders; having an understanding of Science and Technology, requirements management, capability integration, modern acquisition practices, and program management of Warfare capabilities; and overseeing activities entailing improving operational capability through automation and high reliability.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.

Certain incentives (such as Recruitment, Relocation) may be authorized to eligible selectees.

The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position, the total adjusted salary may be capped equivalent to GS 14 Step 10 (currently $186,785)" pay band, including higher responsibility positions.

This position is covered by the Department of Defense Priority Placement Program.
