Summary

The Due Diligence Team Lead (DDTL) serves as part of the Due Diligence Division leadership team and is responsible for managing the research, analysis, and timely production of business and security-related Entity Vulnerability Assessments (EVAs) evaluating a company's risk indicators and assessing the resultant vulnerabilities' impact on a company's management personnel, business operations, United States Government (USG) customers, security posture, and national security.

This position may be filled at either GG-11 or GG-12 grade level, please indicate the grade for which you want to be considered. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent.


As a INDUSTRIAL SECURITY SPECIALIST (DUE DILIGENCE TEAM LEAD) you will be responsible for the following duties:

GG-11 Duties
- Review, edit, approve, and prepare low-complexity EVAs, ensuring they meet all quality standards, analytic guidelines, and internal style requirements before dissemination.
- Provide technical direction and feedback to government, contractor, and other staff regarding business and security research, analytical techniques, and associated procedures.
- Manage team workload by setting appropriate deadlines, monitoring completion status, and coordinating the reassignment of tasks to meet customer requirements.
- Identify and suggest potential improvements to workflows, product formats, training materials, and internal guidance.
- Monitor contractor compliance with contract terms and track team performance against Key Performance Indicators (KPIs), reporting results and any concerns to supervisors.
- Respond to information requests and represent the due diligence mission by participating in and briefing at conferences and meetings as guided by senior staff.


GG-12 Duties
- Review, edit, approve, and prepare moderately complex EVAs from government and contractor staff, ensuring they meet quality standards, analytical guidelines, and style requirements.
- Provide technical direction, feedback, coaching, and training to government and contractor personnel, including mentoring and conducting peer reviews for less experienced Due Diligence Team Leads.
- Manage team workload by setting reasonable suspense dates, monitoring task completion, and coordinating the reassignment of tasks to ensure customer requirements are met.
- Identify and propose improvements to workflows, product formats, training, and internal guidance for leadership's consideration.
- Monitor contractor compliance with contract stipulations and track team and individual metrics against key performance indicators (KPIs), reporting performance and any concerns to supervisors and the Contracting Officer's Representative (COR).
- Respond to requests for information and represent the mission by participating in and briefing at conferences and meetings with internal customers under the guidance of senior staff.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

For the GG-11: You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-09) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for the GG-11 position includes:

  • Assisted in the analysis of corporate structures by reviewing governance documents and ownership records to identify basic security and business vulnerabilities.
  • Applied foundational knowledge of intelligence and counterintelligence programs to help identify potential threat indicators impacting personnel and companies under supervision.
  • Contributed to security assessments by applying principles from United States Government (USG) security disciplines, such as personnel and industrial security, to complete assigned tasks.
  • Supported the completion of routine, low-complexity evaluations Entity Vulnerability Assessments (EVAs) by reviewing and editing documentation for accuracy and adherence to established standards.
  • Drafted clear and concise written summaries and reports on factual business and security information for review by senior team members.
  • Interfaced with internal and external customers to provide status updates and gather required information for ongoing cases under direct supervision.
  • Documented and reported business and security vulnerabilities in entities for further review and action by senior personnel.
  • Or have Ph.D., or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree


For the GG-12: You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-11) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for the GG-12 position includes:
  • Applied a comprehensive understanding of multiple USG security disciplines, such as personnel, industrial, physical, and information security, to resolve security-related issues.
  • Utilized knowledge of intelligence and counterintelligence programs to identify potential threat indicators impacting personnel and companies in support of case assignments.
  • Executed vetting and mitigation actions on companies contracted to the USG using established agency processes, systems, tools, and procedures.
  • Evaluated corporate structures, including their governance documentation, ownership, and financial records, to identify and assess vulnerabilities impacting key personnel and foreign affiliations.
  • Independently managed and completed recurring evaluations (EVAs) of moderate complexity, informing agency and USG customers of business and security vulnerabilities.
  • Gathered complex business and security issues into clear and comprehensible written products and oral briefings for government and industry stakeholders.
  • Served as a point of contact for internal and external customers to communicate mission requirements and provide status updates on current actions.
  • Authored detailed reports that informed leadership and adjudicative authorities of identified business and security vulnerabilities within entities seeking access to classified or sensitive information.
Specifically you will be evaluated on the following competencies:

1. Vulnerabilities Assessment and Management- Conduct assessments on threats and vulnerabilities, determine the level of risk, and develop and recommend appropriate mitigation countermeasures in operational and non-operational situations. Conduct assessments in a counterintelligence context to protect against espionage, other intelligence activities, and sabotage conducted for or on behalf of foreign powers, organizations or persons, or international terrorist activities.

2. Decision Making- Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.

3. Leadership- Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.

If related. If substituting education for experience at the GG-11 level, you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher graduate education leading to such a degree, OR LL.M., if related.

Mission Statement
The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence and Security (USD (I&S). The mission of the DCSA is as follows:

- Deliver efficient and effective background investigations, adjudications and continuous vetting to safeguard the integrity and trustworthiness of an agile federal and contractor workforce, and preserve military readiness and warfighting capabilities
