Duties

Help

1. Applies scientific expertise to the entire spectrum of ground water, waste water soil and sediment sampling, and analytical methodologies applicable to the hazardous and toxic waste contamination investigation programs.

2. As a technical expert on methods and procedures for chemical analyses associated with solid and hazardous waste, guides and advises on the planning and conducting of contractual studies and the interpretation of results for Air Force and DoD environmental remediation projects.

3. Represents the Air Force with other DoD services, regulatory agencies and industry to establish joint technical guidance. Applies authoritative knowledge of analytical and environmental chemistry in the development of long range contract services plans.

4. Executes assigned program clement, in-house and by contract, to comply with all applicable federal, state, and local environmental laws and policies. Plans and coordinates programs and projects in areas where precedents are nonexistent or inadequate.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Group Coverage Qualification Standard for Professional and Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

  1. Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

    OR

  2. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.



In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in developing scientific, economic and technical parameters; Developing performance standards including quality control measures; Developing methods for detecting and analyzing organic and inorganic contaminants in soil, waste, ground water, and air located partially or totally on government installations; Analyzing data to determine if significant environmental contamination from toxic chemicals exists.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of chemistry concepts, principles, practices, and procedures, laws, regulations and current legislative issues.

2. Knowledge of applicable Federal, State, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices; and health, safety, and security practices.

3. Skill in written and oral communications to write and disseminate technical guidance, standards and criteria, letters, bulletins, etc., conduct briefings, present issues and recommendations; and teach technical courses

4. Ability to research and analyze problems, interpret and apply rules, regulations and procedures and to develop timely and economical solutions.

5. Ability to develop long-range plans plus develop a budget for resources to enact these plans.

6. Ability to integrate an interdisciplinary team of professionals to include but not limited to attorneys, public health specialists, environmental scientists and engineers, regulators, and other government officials, and community groups.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-3 equivalent to a GS-12 to GS-13.
