Duties

Help

  • Exercises supervisory personnel management responsibilities at least 25% of the time
  • Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements
  • Establishes, develops, and maintains effective working relationships with other managers and professional staff to ensure seamless service and continuity of quality for all children and youth
  • Support and consistently reinforce developmental training of Child Development Center or School Age Care Programs direct care professionals. In conjunction with the Training and Curriculum Specialist (T&C) ensures programming supplies and materials are adequate, well maintained, and available for utilization according to lesson and activity plans
  • Conduct and review program evaluations of classroom and activity areas, identifying areas that need improvement, and establishing and implementing corrective action plans to address deficiencies
  • Conducts quality assurance checks on classroom/activity records to include, after action plans, medication and allergy documentation, classroom inspection checklists, temperature logs, inclusion and behavior support plans, accident/incident reports, child attendance and accountability reports, as well as any locally required documentation

  • This position has been identified as having "regular contact with children". In accordance with (IAW) Public Law 101-647 Section 231, and Public Law 102-190, Section 1094 and DoD Instruction 1402.05, background checks are required.
  • DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) checks will be completed on any person selected for this position.
  • Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981
  • IAW AFI 34-144 and DoD certification requirements, a pre-employment physical examination with a renewal at least every 3 years and specified immunizations are required.
  • The incumbent is required to have mobility necessary to ensure safety of children and youth and engage in repetitive actions such as walking, standing, bending, stooping, and sitting on the floor.
  • The work requires the employee to drive a motor vehicle. Incumbent must possess and be able to maintain an appropriate, valid driver’s license. An annual driving record check is required.
  • Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • At a minimum, meet qualification requirements stipulated by the US Office of Personnel Management for the 1701 occupational series.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • The work involves everyday risks or discomforts which require normal safety precautions typical of a wide variety of child and youth activities, programs, and services, such as exposure to disease or injuries.
  • Certificate in first aid and cardiopulmonary resuscitation is required.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Education and Training Series 1701 located here.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

OR

Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

AND

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is described as experience that involved teaching young children in a preschool, early elementary school, church school, or day care center. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of professional child and/ or youth development theory, methodology, and practices relating to physical, intellectual, social, and emotional development of children at a variety of ages, with a variety of needs, and in a variety of settings
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Knowledge of Federal, State and local laws governing the detection, prevention, and reporting of child abuse and/or neglect.
  4. Skill in educating, counseling, and advising childcare providers and parents; assessing training and children's developmental needs; and evaluating qualifications and suitability of childcare providers.
  5. Ability to communicate effectively, both orally and in writing.
  6. Ability to adapt planned activities for children's individual skills.
IDEAL CANDIDATE: Possesses or is actively pursuing a Child Development Associate (CDA), which is highly desirable. At a minimum, meet qualification requirements stipulated by the US Office of Personnel Management for the 1701 occupational series.

SUPERVISORY CONTROLS: Works under the general supervision of the Assistant Child Development Center Director or School Age Care
Coordinator who assigns area of responsibility and is available for consultation when controversies arise. The employee independently plans, organizes, and directs the work of subordinates to achieve goals and objectives and ensure compliance with legal and regulatory requirements. Work is reviewed in terms of overall mission Possesses or is actively pursuing a Child Development Associate (CDA), which is highly desirable. At a minimum, meet qualification requirements stipulated by the US Office of Personnel Management for the 1701 occupational series.
