The Office of Human Capital is pleased to announce that EXIM is offering a reimbursable detail opportunity for one of its senior executive positions. This opportunity is open to current career SES or SL (or equivalent pay plans) for a period Not-To-Exceed one year, servicing as the SVP & Chief Human Capital Officer (SL-0201-00). The Export-Import Bank of the United States (EXIM) is an independent federal agency that promotes and supports American jobs by providing competitive and necessary export credit to support sales of U.S. goods and services to international buyers. When the private sector is unable or unwilling to provide financing, EXIM fills the financing gaps through its loan, guarantee, and insurance products. Private sector lenders are simultaneously EXIM's partners. In doing so, EXIM levels the playing field for U.S. exporters going up against foreign competition in international markets, enabling American companies to maintain and create more American jobs with well-paying salaries.

EXIM provides coverage in more than 185 countries, and no U.S. company or transaction is too big or too small. Competing with more than 110 other export credit agencies around the world trying to win jobs for their own countries, EXIM ensures U.S. companies never lose out on a sale because of attractive financing from foreign governments.

During the detail, the candidates' duties will include, but are not limited to:

  • Provides leadership, direct supervision, and management support to a team of supervisors, professional and administrative staff; Develops and/or implements major planning, evaluation or monitoring of long/short range operational plans, resource requirements, and/or budgets for OHC; Continually monitors and evaluates budget, fiscal, and administrative controls to manage OHC's programs and services.
  • Provides leadership and oversight for human capital programs under OHC, which include but not limited to Training, Workforce and Employee Development, Recruitment, Staffing, Outreach, Employee Benefits, Retirement, Employee Relations & Labor Relations, Executive Resources & Performance Management, and Policy Accountability.
  • Provides expert advice to other senior level officials and managers at EXIM on human capital matters and implications, including aspects of policy and program formulation or proposed management decisions. Advises senior level officials and managers at EXIM on emerging human resources management trends and issues and their effect on the organization and staff.
  • Collaborates with EXIM leadership and staff, OPM, the Office of Management and Budget (OMB) and other key stakeholders to set direction and establish policy related to human resources management for the agency. Utilizes and develops extensive knowledge of the human resources community of similar government institutions as a resource for information, assistance, and collaboration.

  • To be considered minimally qualified for this detail, the candidate must be a current SES or SL, within the 0201 series, currently serving / previously served as the Chief Human Capital Officer (CHCO).
  • Under a detail assignment, there is no change to the selectee's base pay or grade level. Temporary promotions are not authorized.
