Duties

Help
  • You will manage all matters relating to Civil Service Mariner (CIVMAR) manpower requirements.
  • You will support the CIVMAR Management Director and Total Force Director, by exercising overall responsibility for timely and accurate staffing of the all CIVMAR positions.
  • You will serve as Site Manager/Supervisor and will be responsible for the management of the CSU-East (Customer Service Center-East) to include personnel selections, promotions, awards and recognition, disciplinary actions, job changes and details.
  • You will ensure to support Marine Placement with the effective facilitating of CIVMAR ship, training and other work assignments.
  • You will ensure lodging and transportation arrangements are in place and used effectively to support CIVMAR’s in the pool and verify Subsistence and Quarters (S and Q) authorization.
  • You will facilitate meetings and teleconferences and monitor contractor performance as related to Statements of Work.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12:
To qualify for the MARINE PLACEMENT COORDINATOR, GS-0301-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience comprehensive knowledge of HR regulations, MSC policies, EEO law, and travel procedures while serving as a senior liaison for employees.
  • Experience deep expertise in maritime occupations, MSC ship missions, Coast Guard licensing, and federal personnel laws as they relate to marine employment.
  • Experience expert command of management principles and administrative guidelines used to evaluate Civilian Mariner employment conditions and deliver high-level briefings.
  • Experience advanced communication skills utilized to present complex solutions, manage controversial issues, and successfully implement new concepts.
  • Experience extensive leadership as a direct supervisor or manager, driving employee performance and organizational success.
  • Experience expert, firsthand proficiency in Microsoft Excel for managing data and reporting requirements.

GS-11:
To qualify for the MARINE PLACEMENT COORDINATOR, GS-0301-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience a working knowledge of human resources rules, MSC policies, and EEO laws while serving as a senior HR liaison for staff.
  • Experience a deep understanding of maritime occupations, Coast Guard licensing, and federal personnel laws specifically regarding marine employment matters
  • Experience management principles and administrative guidelines to evaluate Civilian Mariner employment conditions and deliver professional briefings.
  • Experience advanced communication skills to present complex solutions, manage controversial issues, and champion new organizational concepts.
  • Experience serving as a direct supervisor or manager, providing leadership and oversight to a diverse team of employees.
  • Experience first-hand, advanced proficiency in Microsoft Excel to manage data-driven reporting and administrative tasks.

GS-11:

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree

or

Successful completion of 3 full years of progressively higher level graduate education leading to such a degree

or
