Summary

This position is located in the Office of the General Counsel (OGC), Millennium Challenge Corporation (MCC). OGC's mission is to provide full-service legal support for all requirements driven by MCC's mission.

Although the position is advertised equivalent to GS-12/13, MCC uses a pay banded system to compensate employees. This position is pay band 4B/4A which is generally equal to GS-12/13.

Duties

Help

  • Serves as an advisor and technical resource to MCC officials and employees by providing ongoing support and legal advisory services with respect to complex and difficult questions impacting MCC administrative programs and operations.
  • Advises, manages and/or supports administrative aspects of MCC's Freedom of Information Act (FOIA) program, including independently acknowledging, analyzing, devising search criteria, reviewing responsive materials and otherwise processing FOIA requests and records.
  • Supports other MCC attorneys in a wide range of information law matters, including interpretation and implementation of the Federal Records Act, Paperwork Reduction Act, Open Government initiatives, and related laws and regulations to MCC programs and operations.
  • Assists in other administrative law matters such as fiscal law, audit response, and intellectual property as necessary. Researches and prepares memoranda on legal issues related to the regulations and statutes applicable to MCC's foreign assistance mission. Ensures legal opinions, briefs, memoranda, etc. are fully researched, and contain appropriate legal and policy conclusions.
  • Represents the agency in Federal procurement matters, including bid protests and contract disputes; claims of the government, including debt collection; and other administrative matters.
  • Recommends and formulates MCC's position regarding difficult and complex legal problems and issues that may be controversial or of significant public interest.
  • Ensures legal opinions, briefs, memoranda, etc. are fully researched, and contain appropriate legal and policy conclusions.
  • Performs related duties as assigned.

Qualifications

To qualify for Pay Band 4B you must meet the following:

Applicants must have had a minimum of two (2) years of experience in providing FOIA-related advisory services on or litigation of administrative programs issues, statutes, regulations, policies, and procedures.
(This experience must have provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Note: This experience MUST be well documented within your resume or application).

To qualify for Pay Band 4A you must meet the following:

Applicants must have had a minimum of four (4) years of experience in providing FOIA legal advisory services on or litigation of administrative programs issues, statutes, regulations, policies, and procedures. (This experience must have provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Note: This experience MUST be well documented within your resume or application).

Highly Desirable: Experience as a technical resource and advisor on Freedom of Information Act (FOIA) statutes, regulations, policies, and procedures.

You must provide evidence of active membership in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
