Duties

Help

As a SENIOR LECTURER at the AD-1701-5 some of your typical work assignments may include:

  • Design and deliver tailored FMS courses for an international audience of adult learners, from basic to advanced, to build a cadre of skilled FMS planners and managers within Allied and partner nations.
  • Develop and deliver course curricula related to FMS processes, case development, case management, program execution, acquisition, logistics, finance, training, technology security.
  • Sustain and develop academic expertise through participation within and contributions to the community of practice and discipline.
  • Design instructional tools that provide partner FMS planners and case managers with instructions, checklists, templates, and reference materials on critical aspects of the FMS process.
  • Regularly review and update existing curricula to reflect changes in FMS policies, procedures, and best practices. Work closely with subject-matter experts and stakeholders from relevant U.S. government agencies to ensure the materials are current and fully aligned with SC objectives.
  • Participate in academic or professional research to create knowledge or solutions related to security cooperation, FMS topics, and the more specialized defense acquisition related topics.
  • Collaborate with peers and leaders across the university and within the broader FMS and acquisition community to advance DSCU's mission and maintain instructional excellence.

Qualifications

You may qualify at the AD-05, if you fulfill the following qualifications:

Your resume must support all of the following requirements to be considered for the position. Please ensure transcripts reflecting a conferred master's degree are also provided with your application:

  1. Master's degree from a regionally or nationally accredited institution of higher education (or international equivalent) in an appropriate social science or related discipline that is relevant to the DSCU mission.
  2. Ten (10) or more years of experience with the practice, training, or study of one or more security cooperation functional areas (ref: www.dscu.edu/certification2). Experience in government, military, private sector, or academia shall be of sufficient depth or breadth as to establish professional expertise in leadership, management, planning, and execution tasks.
  3. Documented significant intellectual contributions to practice in area(s) of expertise through developing or revising policy, doctrine, analytic, or instructional materials, publications in peer-reviewed publications, or invited presentations to professional, public, or academic audiences.
  4. Significant experience teaching adult learners and engaging with foreign Allies and partners in a classroom setting.
  5. Demonstrated expertise in managing foreign military sales (FMS) processes and/or international armaments cooperation with international allies and partners.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional information

This is a full-time term appointment in the excepted service not to exceed (NTE) two (3) years. Term appointments may have the option to extend one additional year with approval. As a term employee you will be eligible for medical and dental benefits, life insurance, and retirement. You will also be eligible to earn annual leave and sick leave.
