The Enrollment/Eligibility Section encompasses the following functions: Patient Enrollment, Eligibility Verification, Means Test, Veterans Healthcare, Identification Cards, Additional duties and responsibilities may be assigned to support the organizational duties of the Health Administration Service, and the incumbent may be assigned to work at other sites to include CBOCs and may require different or rotating shifts.

Leads the Medical Support Assistant (Advanced) of the Enrollment/Eligibility Department. Incumbent must be able to perform all of the duties of each of these employees. Employees under the Lead Medical Support Assistant's position are at the GS 6 level. The Lead Medical Support Assistant reports to the Supervisory Medical Support Assistant and/or Chief of Patient Processing and Benefits to ensure that work assignments of other employees in the Units are carried out by performing a range of duties such as:

  • Distribute and balance workload among employees in accordance with established workflow and rotation schedule. Ensure timely accomplishment of the assigned workload and ensure that each employee has enough work to keep busy.
  • Keep in touch with the status and progress of work and make day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs, which cannot be disposed of promptly.
  • Give on-the-job training to new employees in accordance with established procedures and practices.
  • Instruct employees on changes in work procedures. Provide written instructions and documentation for changes.
  • Maintain current informational knowledge base and answer questions of other employees on procedures, policies, directives, and obtain needed information or decisions from supervisor on problems that arise.
  • Check on work in progress, review completed work of newly trained employees to ensure correct procedures have been accomplished.
  • Refer questions or matters not covered by standards and problems that make it difficult for employees to meet performance standards and competencies to the Supervisor.
  • Resolve simple informal complaints of employees and refer others to the Supervisor.
  • Provide suggestions/feedback to supervisor concerning reassignment, training needs, recognition of outstanding performance and other personnel needs.
  • The incumbent is aware of possible safety issues that could contribute to injuries or impede the continuation of processes or procedures necessary to ensure the Medical Center's functions are not interrupted. Appropriate action will be initiated, and the Supervisor will be informed.
  • Other duties as assigned.
Work Schedule: Monday through Friday, 8:00am - 4:30pm

Pay: Competitive salary and regular salary increases

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience and Education.
    • (1) Experience. Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR,
    • (2) Education. One year above high school; OR,
    • (3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
  • Foreign Education. To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U.S. programs.
  • English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
Grade Determinations: [In addition to the basic requirements for employment listed in above, the] following [education and experience] criteria must be met when determining the grade of candidates:

Lead Medical Support Assistant (Advanced), GS-7
  • Experience. One year of experience equivalent to the [GS-6] grade level.
  • Assignment. The Lead MSA [is responsible for the coordination of Advanced MSA assignments and workflow found in an interdisciplinary unit. The Lead MSA is responsible for daily workload assessments, assigning work, and assuring proper staffing coverage; evaluating training records; and determining training needs of MSAs to provide support across interdisciplinary settings. The Lead assists the unit with complex and non-standard procedures, including clinical flow processes related to access to care across multiple clinics, specialties, and/or community resources. Assignments at this level include, but are not limited to: ensuring accurate and timely scheduling of appointments; providing guidance to staff members, to include changes in policies and procedures; creating and maintaining employee work schedules; and acting as a liaison among Advanced MSA staff, patients, and other interdisciplinary staff to resolve day-to-day conflicts.] For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
  • Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate [all of] the KSAs below:
    1. [Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.
    2. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.]
    3. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
    4. Skill in communicating with individuals to obtain the desired effect [and coordinating with a variety of interdisciplinary care team staff]
    5. Ability to provide staff development and training.
    6. Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.

The full performance level of this vacancy is GS-7.
