The United States Space Force (USSF) at the Pentagon, Washington DC is searching for a Human Resources Information Systems Requirements Manager (NH-0201-03, GS-12/13 Equivalent).

Description:
Are you passionate about the power of data and technology to drive HR excellence? Does the idea of being an agent of HR IT modernization in the Department of War's most technically advanced service excite you? We are seeking a detail-oriented and proactive Human Resources Specialist to join our Information Systems team. As a key player, you will be on the front lines of managing HR IT system requirements, both enhancements to existing systems and new technology and capabilities that are critical to enabling the USSF to secure our Nation's interests in, from, and to space. Your daily mission will involve analyzing, evaluating, and prioritizing HR IT requirements, coordinating with stakeholders and developers to deliver new and revised capabilities, and providing expert technical support to our HR staff and managers. You will be the go-to person for troubleshooting system issues and helping users navigate our technology effectively. Ideal Candidate:
The ideal candidate will be a skilled HR professional with strong experience in Human Resources Information Systems (HRIS). A Bachelor's degree in Human Resources, IT, or a related field is desirable. The candidate must be proficient in using and troubleshooting Department of War military and civilian HR databases and systems. This individual will be adept at retrieving data, performing analysis, and providing technical assistance to system users. They should have a solid understanding of federal HR principles and demonstrate the ability to work independently on recurring system issues while assisting senior specialists on more complex projects.


Key Skills and Abilities:
1. Expert technical knowledge of, and skill in applying, advanced Space Force personnel principles, concepts, methods, and practices; engineering concepts; and Space Force personnel management information systems concepts and methods and their interrelationships.
2. Expert knowledge of the theories, principles, practices, and techniques of personnel systems administration and overall knowledge of the objectives, principles, and procedures of HR management.
3. Sound understanding of personnel data systems including available software, equipment configurations and products under development and existing personnel systems.
4. Ability to apply computer system and Human Resource knowledge to situations requiring cause and effect analysis.
5. Ability to communicate effectively, both orally and in writing. Must also be able to work and maintain effective relationships with others.
6. High degree of analytical ability to effectively analyze changes in legislation and policies and determine the impact on existing personnel functions, processes, and actions.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Secret security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS / relocation funding is authorized.
  • Subject to Temporary Duty Assignment (TDY): 20 days a year.
  • Information Assurance Certification is a condition of employment (IA Management Level II). This position includes information assurance (IA) work as a paramount duty requirement.
