The Selectee will serve as the Chief of Ambulatory Care & Processing in the Medical Administration Service (MAS) for the G.V. (Sonny) Montgomery VA Medical Center. The Selectee will report directly to the Assistant Chief, MAS and in their absence, the Chief, MAS while providing leadership and managerial support for substantial operations to fulfill the VA mission.   • Assists the Chief and Assistant Chief, Medical Administration Service (MAS) in all duties as assigned. Writes and develops polices as it relates to MAS. Effectively evaluates programs for efficiency and productivity to support healthcare systems in patient administration. The Selectee supports MAS in analysis for increase utilizations of MAS programs.
  • Responsible for leading MAS leaders in managing and sustaining the various programs and driving change initiatives in medical support staff related to the all clinical areas to include any Lead or supervisory staff in those sections. Oversees contracts and fiscal management as it relates to various MAS programs.
  • Involved in an extremely complex blend of computing technology, medical information, communication skills and leadership qualities in a rapidly changing environment. The Veterans Health Information & Technology Architecture (VistA) is one of the largest of its kind and breaks many barriers in the areas of public domain software, language standardization, and decentralization of ADP within the VA. Must possess vast computer knowledge in creating and capturing data.
  • Must have knowledge of the VHA Scheduling Directive and all processes within that directive such as the Electronic Wait List (EWL), Patient Preferred List, Veterans Choice List, New Enrollee Appointment Request (NEAR) list and work with the MAS Section Chiefs and MAS Trainer to ensure that staff are properly trained on the requirements of the VHA Scheduling Directives and can complete the scheduling responsibilities stated in the VHA Scheduling Directive.
  • Monitors work processes to prevent ineffective work practices and to verify adherence to plans and requirements of the unit. Identify steps of simple processes and routine practices that might be opportunities for applying standard quality improvement techniques.
  • First line supervisory responsibilities include setting performance standards, evaluations, initiating action on disciplinary matters, awards, labor relations, approval of leave and work schedules.
  • Evaluates and writes performance appraisals and provides feedback to employee concerning their performance. Recommends promotions, reassignments, or other status changes of assigned personnel, such as retention or release of probationary employees, step increases, and recognizes outstanding performance by recommending meritorious awards. Approves or disapproves leave and recommends action in unusual cases.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/23/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Must have a thorough and comprehensive knowledge of pertinent laws, regulations, policies, guidelines, and procedures to include, but not limited to, those germane to VHA patient appointment and consult management and those governing the provision of health benefits to Veterans. Analyze problems and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the Health Administration Service and health care delivery system as a whole. Must be skilled at providing effective personnel/performance management and maintaining fiscal responsibility. Strong familiarity with the Computerized Patient Record System (CPRS) and VistA, with emphasis on the Health Administration Service menus and packages necessary to manage, control, secure, coordinate and implement patient administration activities; and a sound mathematical base to analyze and validate workload and financial data.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
